The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming and cannabis industries, including oversight for liquor sales, service and manufacturing; gaming employees, products, events and operations; and retail cannabis stores. We strive to serve the public interest by regulating these industries in a respectful, impartial and balanced manner. 

The LGCA is seeking a highly-motivated individual as its Director of Strategic Services and Public Affairs. Reporting to the executive director and CEO, the director is responsible for: information technology (IT) services and initiatives; corporate communications, public education initiatives and issues management; issues analysis and advice to develop and recommend legislation and policy; and independent and collaborative empirical research.

Qualifications:
The successful candidate must have:
• A graduate degree from a recognized post-secondary institution in social or political science, business, communications, public relations, public administration, management, research or a related discipline.
• Diverse leadership experience and knowledge, including five to ten years in public sector management with demonstrated success in: directing and leading corporate, IT and public affairs accountabilities; and conducting and directing complex and varied legislative and policy projects.
• Integrity, a strong work ethic and a demonstrated ability to make independent decisions that align with legislative accountabilities, strategic aims and operational priorities.
• Demonstrated political acumen, respect for others, adaptability and issues management expertise to develop and implement government and corporate initiatives and to respond to liquor, gaming and cannabis issues, which can be public, sensitive and urgent.
• Strong interpersonal, verbal, public speaking and written communication skills to produce and deliver complex and sophisticated materials for a variety of audiences.
• Demonstrated initiative, professionalism, analytical and problem-solving skills to seek and implement innovative and proactive solutions to complex issues and challenges.
• Strong management and supervisory skills, with the ability to lead, coach, mentor, foster collaboration, and motivate department staff, and to address and manage conflict and performance challenges.
• Strong business acumen, including the ability to plan work to meet strategic and operational goals, and the financial planning, budgeting and reporting experience to perform work in a cost-conscious manner and maximize the use of resources.
• Strong organizational and time management skills, including the ability to prioritize a varied and unpredictable workload.
• Expertise with the Microsoft Office suite.

The following qualifications are desired:
• Proficiency in French.
Duties:
The director is a member of the LGCA’s senior management team and is responsible to foster internal and external collaboration, service excellence and innovation to further the LGCA’s conduct and reputation as an innovative, balanced and accountable regulator. The director is required to identify emerging needs, assess resources and risks and make informed decisions to provide: strategic corporate services; information technology initiatives and services; research, policy and communications services; and advice and briefings on sensitive and sometimes contentious liquor, gaming and cannabis issues. The director is required to anticipate, assess and manage the impact of these decisions, solutions and advice on the government and minister, the LGCA, the board, management and staff, clients, the public, businesses, charities, industry employees and other stakeholders. The director uses their political and business acumen, knowledge, influence and networks to further the LGCA’s standing as a respected and trusted public body.
