Introduction
 Communications Services Manitoba Division with the Department of Sport, Culture and Heritage is seeking an experienced communications professional to fill their Program Promotion & Public Affairs Specialist position. The Specialist works with senior departmental managers across government, central agencies, internal staff and external vendors to guide departments in providing accurate, consistent and timely information about government programs and services to Manitobans. 

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must have a valid Class 5F driver's license
  • Must be able to work standby and/or on call for evenings and weekends, on occasion
  • Must be able to occasionally work out of town, including overnight stays
Qualifications:
  • A degree or diploma in communications plus extensive related experience in communications/advertising. A combination of relevant education and experience may be considered
  • Extensive experience developing strategic communications plans
  • Experience in media relations and issues management
  • Experience managing multiple communications projects and events within tight deadlines
  • Ability to analyze and problem solve in a fast-paced, deadline driven environment
  • Ability to work in a team environment with internal clients, project teams, as well as external suppliers and/or partners
  • Strong consultative skills
  • Strong leadership skills
  • Extensive experience in preparing written communications such as communications strategies, advertising and digital communications, news releases and speeches
  • Proficiency with social media tools and ability to adapt to constantly changing trends and technologies within the industry
  • Strong negotiating skills
  • Experience developing, implementing, and evaluating paid advertising campaigns
  • Proficiency with MS Office Suite (including Microsoft Word, Excel, Outlook) and Adobe products
Duties:
Reporting to the Director of Program Promotion and Creative Services, the Specialist is a senior communications adviser within an internal team responsible for developing, creating, implementing and evaluating advertising, promotion and strategic communication plans and strategies for assigned client departments.  The incumbent is also expected to deliver direct services regarding media relations and issues management.
