Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid Manitoba Class 5 driver's licence.
  • Must be willing and able to work evenings, weekends and overtime as required.
  • Must be willing and able to travel into remote communities, with occasional overnight stays.
  • Must be willing and able to travel by various means as chartered aircrafts, boats, ATVs and snowmobiles.
  • Must be physically able to perform the duties of the position, including conducting field work in rough terrain, during all seasons and under adverse weather conditions.
 
Qualifications:
Essential:
  • Post-secondary degree or diploma in Natural Resource Management or a related program with experience in land use management. An equivalent combination of education, training and experience may be considered.
  • Experience in the administration, enforcement processes and practices as it relates to Crown Lands Management.
  • Experience using GPS and ortho-photography or similar technologies.
  • Strong interpersonal skills, including the ability to foster effective working relationships with stakeholders, First Nation Communities and the public.
  • Strong analytical, problem solving and decision making skills, including the ability to take initiative.
  • Effective conflict resolution and negotiating skills.
  • Ability to interpret and apply policies, acts and regulations related to lands and/or natural resources.
  • Strong organizational and time management skills.
  • Effective verbal communication skills, including the ability to make presentations.
  • Strong written communication skills.
  • Experience with working with First Nation Communities in the area of resource management or land planning.
 
Desired:
  • Experience with project management.
Duties:
The Regional Land Manager provides direction, advice and information to the regions Integrated Resource Management Team, the Block Planning Committee, other provincial and federal departments, First Nations, local governments and external clients on matters related to Crown Land management. The incumbent co-ordinates and/or provides input into Crown Land use planning initiatives, including the designation of Crown Lands and regional developments within the Provincial Cottaging Initiative. As well co-ordinates the regions review of all proposed use of Crown Land, applications for Crown Land and related permits to ensure integrated resource positions are provided and considered prior to the undertaking of development on Crown Lands. The incumbent co-ordinates the meetings and related activities for the regions Integrated Resource Management Team, and represents the region on various departmental and public committees, resource management boards and advisory committees related to traditional territory management and at meetings on land related matters.
