The Motor Carrier Enforcement Program has a mandate to enhance public safety and protect Manitoba’s investment in highway infrastructure through the development, administration and communication of enforcement programs, and services that facilitate movement by commercial motor carriers in a safe and efficient manner, and promote uniform compliance with provincially, federally and internationally accepted standards.

Qualifications:

The successful candidate must have the following:
  • Experience working in an enforcement or regulatory environment.
  • Experience interpreting and applying legislation.
  • Well developed written, verbal and interpersonal skills.
  • Excellent decision making skills.

The following will be considered assets:
  • Post-secondary education justice/law enforcement and/or Canadian Institute of Traffic and     Transportation (CITT) designation.
  • Mechanical aptitude or experience.
  • Transportation industry experience.

Conditions of Employment:
  • Physically capable of  performing all facets of the position, including crouching, bending, climbing, twisting, standing/sitting for prolonged periods, working in confined spaces (such as vehicle undercarriage inspections), as well as carrying heavy equipment for a distance.
  • Must supply a satisfactory Criminal Record Check and Child Abuse Registry Check.
  • Must have a valid Manitoba Class 5 driver's licence, upgradable to a Class 4 driver's licence at commencement of employment.
  • Must be able to attain and maintain accreditation as a Commercial Vehicle Safety Alliance inspector.
  • Must be able to work alone, shift work, travel, on-call, work outdoors and in extreme temperatures, be exposed to significant noise levels, chemicals, dusty air, etc.
     

Duties:

The Motor Carrier Enforcement Officer (MCEO)  is responsible  for planning, scheduling and conducting detailed enforcement activities which include on-road enforcement, facility audits, investigations, Commercial Vehicle Safety Alliance (CVSA) mechanical fitness inspections, and the examination of records of intra-provincial and extra-provincial based motor and rail carriers.  The MCEO will assess and determine the level of compliance to both Federal and Provincial Acts and Regulations and will initiate appropriate enforcement, education or counter measures action based on the assessment findings.  The MCEO will possess excellent communication skills and a high degree of professionalism, maturity and sensitivity to the overall program objectives, as well as the ability to form independent and objective opinions and conclusions.
