Engagement Managers serve as the most senior public servant responsible for engagement and communications in one or more departments. Engagement Managers provide advice and support to the Deputy Minister and Executive Management Committee of their assigned departments and are accountable for strategic planning and implementation of internal and external engagement and communications activities including employee communications, marketing, advertising, consultation, research, stakeholder relations, digital communications and media engagement for their assigned departments.

Qualifications:
Essential:
 

  • Post-secondary education in a related field such as Communications, Public Relations, Marketing, Public Administration, Political Science, etc. A suitable combination of education, training and experience will be considered. 
  • Extensive experience in developing and delivering robust, multi-channel communications, marketing, engagement strategies.
  • Extensive experience in engagement and change management theory and practice. 
  • Supervisory experience in either a direct-reporting or matrixed reporting environment including coordination and oversight of the work of staff.
  • Experience translating strategic priorities and project plans into clear engagement and communications plans.
  • Excellent interpersonal skills and experience managing internal and external stakeholder relationships.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong verbal communication skills.
  • Strong written communication skills.

Desired:
 
  • Training or certification in a transformation or engagement program such as ProSci, IAP2, etc.  
  • Knowledge of or experience with public sector communications and/or open government strategies.

Duties:
Reporting to the Director of Engagement, the Engagement Manager’s key responsibilities are to;   

  • Ensure the quality of department engagement and communications activities by developing and delivering effective, innovative and multi-channel strategies that achieve government and department goals.
  • Provide supervision, coordination and oversight to the work of other staff in the division who have been assigned to projects under the Manager’s oversight.
  • Participate actively in departmental management, planning and strategy efforts, ensuring an engagement lens is applied and that proactive engagement planning is undertaken at the earliest stages of planning.
  • Establish collaborative relationships with a variety of internal and external stakeholders and provide communications leadership and best practice advice to department staff with engagement functions, as well as leadership in department agencies, boards and Crown corporations, ensuring strong summary government alignment.
  • Support the Deputy Ministers and the division’s Assistant Deputy Minister by providing strategic options, comprehensive policy advice and recommendations using internal and external expertise.
