Executive, Policy and Financial Services provides leadership and management services to the Courts Division, Manitoba Justice. These services include, financial and administrative services, support to client programs responsible for the enforcement of court orders, specialized training services, work force planning, and performance management expertise, in support of court program managers. Additional activities include, planning and monitoring the development and delivery of program services, collaborating in the development and evaluation of information technology applications of the Courts Division, and co-ordinating the implementation of legislation and new or revised court programs or policies.

Qualifications:
       Essential: 

  • Completion of post-secondary education in a relevant discipline, or an equivalent combination of education, training, and experience may be considered
  • Excellent written communication skills with the ability to write clear and concise documents and reports for different audiences
  • Excellent analytical skills and knowledge of research principles with the ability to apply them to program and policy evaluation
  • Excellent organizational skills with the ability to work under pressure managing multiple priorities with tight timelines
  • Excellent interpersonal skills, with the ability to exercise a high degree of professionalism, diplomacy and political acumen 
  • Experience developing and maintaining strong working relationships with internal and external stakeholders 
  • Excellent verbal communications skills 
  • Experience working in a team-based environment
  • Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, and Outlook)

Desired:
  • Experience with court processes and policies 
  • Experience with developing forms, procedure manuals, and training materials 
  • Knowledge of Federal and Provincial statutes

Duties:
The policy analyst is responsible for researching, analyzing and developing programs, policies and guidelines. The incumbent analyzes legislation as it affects all branches of the Courts Division and meets the strategic priorities of the Department. This position makes recommendations to improve the efficiency and effectiveness of programs and service delivery. The incumbent will assist with the development of training materials and policy/procedural directives for internal use to ensure consistent methods and procedures, and participate in staff training and development when required. The incumbent will be involved in the development of court forms and website materials.
