Communications Services Manitoba Division with the Department of Sport, Culture and Heritage is a central service division providing strategic communications planning, advice, analysis and implementation to all Manitoba government departments. The division is responsible for the strategic direction, management, and operation of all public facing digital communications delivered through the internet and viewed in multiple formats and platforms. The division guides departments in providing accurate, consistent and timely information about  government programs and services to Manitobans.

Qualifications:

Essential:
  • Post-secondary education in communications, marketing, or digital marketing and communications, combined with social media marketing experience.  A combination of education and relevant professional experience may be considered
  • Professional and strategic use of digital and social media tools with experience applying market research to identify and recommend appropriate emerging digital communication opportunities
  • Ability to build relationships and work effectively as a team player with internal staff, government clients and external suppliers
  • Strong verbal communication skills with the ability to communicate clearly, accurately, and respectfully
  • Strong written communication skills in order to  write business requirements, business  cases, communciations schedules, and conduct policy development related to digital and social media strategy
  • Ability to work independently and use initiative
  • Strong consultative and negotiating skills
  • Excellent political acumen, discretion, and judgement in order to provide issues management support
  • Ability to work with highly sensitive and/or confidential materials
  • Experience managing multiple projects often with conflicting deadlines and priorities
  • Proficiency with MS Office Suite (including Microsoft Word, Excel, Outlook) and Adobe products
 
Desired:
  • Strong verbal and written communication skills in French an asset.

Duties:

Reporting to the Director of Digital Communications and Engagement, the Internet and Social Media Analyst contributes to the development and execution of the Manitoba Government's corporate internet, mobile and social media strategy and will work with government departments to identify and analyze digitial/social media tools, assist with social media envrionmental assessments and conduct market research. This position must be self-directed and decisive in coordinating multiple projects simultaneously, many assigned with short notice and tight deadlines and often on all digital channels. Due to emerging technology within the digital or electronic and social/new media industry, the analyst should be capable of understanding current communication theories and is expected to keep abreast of industry changes and emerging communication issues and strategies.
