The Manitoba Strategic Infrastructure Secretariat (MSIS) works within in a multi-level government system - ensuring collaboration, consistency and compliance with federal and provincial communication protocols, policies and frameworks. MSIS provides central coordination, negotiation and delivery of Strategic Capital Infrastructure that includes large complex projects and federal-provincial programs/projects.  MSIS facilitates the development of government-wide initiatives, processes and tools that provides a consistent and accountable framework for capital planning and administers the federal provincial infrastructure programs.

Qualifications:

Essential:
  • Post secondary education in Public Administration with experience in Communications and/or an equivalent combination of education and experience
  • Experience researching and analyzing complex documents and information and providing recommendations to senior management for decision making purposes
  • Excellent written communication skills with experience writing a variety of documents, speeches and materials for public information
  • Experience in program and policy development
  • Experience leading or participating in the review and evaluation of department or broader public sector policy and programs
  • Strong organizational skills with the ability to manage and meet multiple deadlines with tight timeframes
  • Strong oral communication skills with the ability to clearly present information
  • Strong leadership skills 
  • Excellent interpersonal skills including the ability to develop and maintain strong working relationships with all levels of government and the public 
  • Strong political acumen including the ability to identify issues and potential solutions
 
Desired:
  • Knowledge in accounting principles, financial statements, capital and operating budgets

Duties:

Strategic Infrastructure initiatives are a centralized and unique function to the MSIS. The position reports directly to the Assistant Deputy Minister and the incumbent is the provincial lead on developing and coordinating Strategic Infrastructure Priorities, Initiatives and policy documents.  The position is also responsible for undertaking research and analysis related to strategic issues, policy and program requirements;  assisting with issues management, including coordinating responses to inquiries and gathering information to support executive-level decision making.  Additionally, this position is responsible for completing due diligence on assigned project files, preparing cash flow and budget documents, and acting as liaison between all levels of government, proponents and senior management.  In this fast-paced environment, the incumbent must demonstrate a high level of political acumen and problem solving skills.
