Conditions of Employment:

  • Valid Class 5F Manitoba Driver's License
  • Ability to travel throughout the Province as required
  • Eligibility for membership in the Canadian Institute of Planners 

Qualifications:

Essential:
  • Post-secondary degree in planning (i.e. rural planning, city planning, urban and regional planning), preferably at the Master's level or a combination of related education combined with planning work experience.
  • Experience in land use planning, including the review of development plans, zoning by-laws, and processing of subdivision applications.
  • Strong decision making skills, including the ability to analyze information and make recommendations. 
  • Well developed interpersonal skills with the ability to build and maintain positive working relationships with a variety of people, including handling sensitive issues with tact and diplomacy.
  • Strong verbal communication skills to clearly articulate information and ideas.
  • Ability to work independently with minimal supervision. 
  • Ability to interpret, explain, and apply planning legislation, policies, and regulations. 
  • Excellent written communication skills, including the ability to present complex information clearly and concisely.
  • Well developed organizational skills including the ability to work under pressure and consistently complete assignments on time, accurately, and thoroughly.
  • Awareness and understanding of current planning and development issues in Manitoba communities.
  • Ability to solve problems using negotiation, consultation, and collaboration, often in sensitive situations. 
  • Proficient computer skills in Microsoft Office (Word, Excel, Outlook) or equivalent software programs.
 
Desired:
  • Sound knowledge of Geographic Information Systems (GIS) and its application to the field of planning.

Duties:

The Community Planner is responsible to provide professional services in the areas of community and regional planning to support sound decision-making by municipalities, planning districts, and landowners. The Community Planner assists the Regional Manager in the administration of the responsibilities delegated under The Planning Act and the Municipal Act, and provides advisory services to provincial departments and the public with respect to land use and sustainable development programs, projects, applications and interdepartmental initiatives.
