The Manitoba Labour Board is an independent and autonomous specialist tribunal responsible for the fair and efficient administration and adjudication of responsibilities assigned to it under The Labour Relations Act and sections of any other acts, such as The Employment Standards Code, The Workplace Safety and Health Act, The Pay Equity Act, and The Public Interest Disclosure (Whistleblower Protection) Act.

The Board resolves labour matters, grants certification to bargaining agents, and handles other applications referred under The Labour Relations Act such as expedited arbitrations, Board rulings, and alleged unfair labour practices.

  • A valid driver's license and access to a vehicle.
  • Satisfactory driver's abstract.
  • Must be able to travel throughout the province, with occasional overnight stays.
  • Must be able to work overtime if, and when, required.
 
Essential:
  • Undergraduate degree in labour studies or a related discipline, or an equivalent combination of education/training and experience in a broad spectrum of labour relations activities.
  • Experience in the broad spectrum of labour relations, which may include representing employees or management in labour matters such as disputes, grievances or complaints, as well as researching, reviewing and correlating facts and information on labour relations matters.
  • Experience participating in mediation situations as part of the dispute resolution process.
  • Knowledge of the Labour Relations Act and the role of the Manitoba Labour Board.
  • Experience working with legislative requirements and related statutes.  
  • Strong interpersonal skills with the ability to effectively establish relationships, build trust, and resolve conflicts with tact and diplomacy.
  • Excellent written communication skills for the purpose of preparing clear and succinct board reports, letters, and internal memorandums.
  • Excellent verbal communication including effective listening skills and the ability to relay complex information in a clear manner.
  • Ability to work independently, assume responsibility with limited supervision, and demonstrate initiative.
  • Strong problem solving skills.
  • Strong organizational skills.
  • Strong accuracy and attention to detail.
  • Computer proficiency in Microsoft Word, Outlook, databases/case management software, and Internet search engines.
 
Desired:
  • Knowledge of other legislation under which the Board has jurisdiction.
 

Duties:

Reporting to the Registrar, the Board Officer is responsible for conducting independent neutral investigations and mediating the full range of issues which fall under the Board’s legislative mandate.  As a board-appointed representative, the Board Officer acts in a mediative capacity assisting parties to conclude first or subsequent collective agreements.  In addition, the Board Officer is expected to resolve or narrow issues to reduce the need for formal board hearings.  Acts as Returning Officer in the conduct of employee representation votes, prepares comprehensive reports to facilitate the Board’s adjudicative and decision making process, adheres to legislated time frames and attends hearings and meetings.  The Board Officer will provide information and advisory service to the labour relations community, legal counsel and the general public and perform other related duties as required.
