Treasury Board Secretariat is a key central agency in leading Manitoba’s journey to fiscal sustainability. Treasury Board Secretariat provides financial and analytical support and strategic management advice to the Minister of Finance and Treasury Board. Treasury Board is a sub-committee of Cabinet responsible for the overall fiscal management and reporting of the Manitoba government and the establishment of policies required for the effective management of public funds to meet government objectives. The Strategic Initiatives Unit of Treasury Board Secretariat conducts program reviews of government programs and entities to determine program effectiveness and recommend change, and to develop and integrate program review into other government wide planning and financial processes. The Strategic Initiatives Unit also implements the recommendations of Program Reviews for alternative service delivery to achieve the Government’s objectives. The Unit is a key element of the Government’s plan to refocus government by directing resources to priority areas and reducing those resources directed to ineffective or less important areas. Duties:
Reporting to the Director, Program Reviews, the Senior Strategic Analyst will lead program reviews directed by Treasury Board and senior management in order to determine program effectiveness, efficiency and value for money. The Senior Strategic Analyst will collect, analyze and interpret qualitative and quantitative/financial data in leading program reviews and alternative service delivery projects. The incumbent will make recommendations and provide advice to Treasury Board, senior management and other government officials on a variety of complex issues. The Senior Strategic Analyst will be required to establish and maintain strong working relationships with colleagues and departmental personnel and lead stakeholder management activities (including industry consultations).

Qualifications:
Essential:

  • Post secondary education with a focus on business administration, finance, economics, or social sciences; Master of Business Administration (MBA) or Chartered Financial Analyst (CFA) designation is preferred. Other equivalent combinations of related education, training and experience may be considered
  • Extensive experience undertaking quantitative and qualitative research, such as complex financial and/or program analysis, evaluation or review, including the relevance and impact of government policies. Internal and/or external management consulting experience is preferred.
  • Strong analytical experience including evaluating impacts and implementation challenges and extensive experience providing strategic advice and creative alternative solutions to senior leaders on complex topics and highly confidential and sensitive issues
  • Experience leading complex projects, providing clear, concise direction, translating strategic priorities into clear operational and execution plans
  • Excellent interpersonal skills with the ability to develop effective working relationships with a team and engage with a variety of internal and external stakeholders.
  • Excellent written communication skills with the ability to effectively communicate complex information in a clear and concise manner
  • Excellent oral communication with the ability to effectively deliver presentations
  • Demonstrate political acumen in managing complex relationships with internal and external stakeholders who may have conflicting priorities
  • Effective time management skills with the ability to multi-task, adapt to changing priorities and meet deadlines

  • Knowledge and understanding of government organization and financial processes
