The Department of Families is seeking a qualified candidate to fill the position of Placement Coordinator.

The Winnipeg Child and Family Services (WCFS) Branch provides a comprehensive continuum of child protection and family support services throughout Winnipeg in accordance with The Child and Family Services Act and The Adoption Act. WCFS works collaboratively with community partners to deliver prevention and support services that strengthen families, provide protection to children at risk of abuse or neglect, and ensure safe and appropriate placement services for children in care. The Branch also delivers adoption, post-adoption, and guardianship services to children, youth, and families when reunification is no longer possible. 

Duties:
Reporting to the Unit Supervisor, the Placement Coordinator is responsible for coordinating and securing appropriate placements for children and youth in the care of Winnipeg Child and Family Services (WCFS). The incumbent assesses the placement needs of children and youth, reviews available placement options, and matches specialized needs with suitable placement resources based on the skills, experience, and capacity of caregivers and service providers.

The Placement Coordinator coordinates the admission, transfer, and discharge of children and youth to and from placement resources on both a planned and emergency basis. These resources include foster homes, emergency foster homes, specialized treatment homes, residential care facilities, and (Emergency Placement Resources) EPR shelters. The incumbent also maintains an active caseload of children and youth requiring placement services and is responsible for monitoring and updating the inventory of available foster care resources within WCFS to support timely and appropriate placement decisions.

Qualifications:
Essential:

• Post-secondary education in Social Work (Bachelor of Social Work preferred) or a related Social Sciences discipline. An equivalent combination of education and experience may be considered.
• Experience working with and/or a thorough understanding of child and adolescent development and behaviour including the effects of abuse and neglect.
• Experience working with children and youth with high needs, who are vulnerable and at high risk.
• Experience working with community resources and support services for children, youth, and families.
• Demonstrated knowledge of provincial placement options, community placement resources, and support services available to children and youth.
• Demonstrated ability to assess and make recommendations to determine suitable placement options for children and youth. 
• Ability to work effectively with a culturally diverse population.
• Strong interpersonal skills with the ability to engage and establish working relationships with children, families, co-workers and collaterals.
• Strong analytical and problem solving skills with the ability to make sound decisions under pressure.
• Strong organizational and time management skills with the ability to prioritize competing workload demands and meet time sensitive deadlines.
• Strong verbal communication skills with the ability to communicate information to a variety of audiences.  
• Excellent written communication skills with the ability to create a variety of documents and reports for various audiences. 
• Proficiency working with Microsoft Office Suite (Excel, Word, and Outlook) or similar software applications.

Desired:

• Proficient in database systems such as: CFSIS, STEP.
• Knowledge of community placement resources.
