The Department of Environment and Climate Change is seeking a qualified and skilled candidate to fill a Senior Regional Drinking Water Officer position in Steinbach. The Office of Drinking Water Branch is responsible for administering and enforcing The Drinking Water Safety Act and its regulations, licences, permits, advisories and orders to protect public health.

Conditions of Employment:

• Must be legally entitled to work in Canada

• Must be able to provide and maintain a satisfactory criminal records check.
• Must successfully complete the California State University Water Treatment Plant Field Study Program (Volumes I and II) and the Association of the Board of Certification's (ABC's) level II Water Treatment Exam within 2 years of being hired. 
• Must possess and maintain a valid Full Stage Manitoba Class 5 driver's licence.
• Must be able to participate on the Office of Drinking Water's 24 hour On-Call Program which includes the ability to immediately respond to issues and emergencies as they arise
• Must be able to work overtime, including evenings and weekends as required.
• Must be able to travel throughout the province.
• Must be able to conduct field investigations and site assessments which require walking over rough terrain while carrying up to 20 pounds.

Qualifications:
Essential:

• Post secondary degree or diploma in Environmental Science, Biological Science, Engineering or related discipline, with relevant experience.  An equivalent combination of education, training and experience may also be considered.
• Experience interpreting and applying legislation related to drinking water, including The Drinking Water Safety Act, The Environment Act and/or The Public Health Act. 
• Experience with drinking water treatment practices and principles including drinking water instrumentation.
• Experience analyzing and assessing scientific and technical data. 
• Excellent interpersonal skills including the ability to establish and maintain strong working relationships with diverse stakeholders.
• Strong conflict resolution skills.
• Strong verbal communication skills including the ability to communicate with diverse stakeholders in a clear and concise manner.
• Strong written communication skills including experience drafting technical reports and correspondence.
• Strong organizational skills with the ability to plan and prioritize multiple work tasks in order to meet competing deadlines.
• Experience undertaking compliance, inspections, monitoring and enforcement activities related to drinking water systems.
• Field experience including familiarity with environmental sampling techniques.
• Proficiency in the use of MS Office suite including Word, Excel, Outlook, Access, PowerPoint and Adobe Acrobat.

Desired:

• Supervisory experience including the ability to coach, mentor, train, and develop employees, and assess their performance.

Duties:
Reporting to the Supervisor, Drinking Water Officer, the Senior Regional Drinking Water Officer is responsible for ensuring the safety of Manitoba’s drinking water in a region of Manitoba by overseeing water system compliance with The Drinking Water Safety Act and regulations. This involves onsite inspection and sampling, working with Medical Officers of Health to issue and rescind water quality advisories, and taking enforcement action including by issuing warnings and tickets. The Senior Regional Drinking Water Officer is a supervisory role that requires strong leadership skills. The incumbent is responsible for planning, organizing, implementing, and reporting on the activities of the region and must provide advice, guidance, mentoring, and training on the interpretation of policies and legislation to guide the work of staff. The incumbent must also identify and coordinate the available human, operational and information resources required to achieve program objectives in the region.
