Qualifications:

Essential Criteria:

• Post-secondary degree or graduate degree (preferred) in social work, public administration or related social sciences discipline or other field appropriate to the position with several years’ experience in a relevant service field.
• Knowledge and understanding of provincial child and youth serving public systems, including services/systems such as child and family, youth justice, addictions, disabilities, mental health, education, and victim support, including associated regulations and standards.
• Strong analytical and critical thinking skills including the ability to perform research, interpret, assess and synthesize information in a logical manner. 
• Knowledge and understanding of other programs, policies, and legislation (Federal and Provincial) serving Manitoba's children and youth, particularly government programs and structures.
• Thorough knowledge of the principles of quantitative and qualitative research and analysis and the ability to apply those principles to policy and program development, implementation, and program evaluation.
• Advanced organizational and time management skills including the ability to manage multiple priorities while working in a fast-paced environment.
• Strong interpersonal skills including the ability to build and maintain positive working relationships and work effectively with a variety of people, groups and organizations.
• Demonstrated knowledge of, and ability to use quantitative and qualitative research software, automated management information and case tracking systems, and word processing software.
• Excellent written communication skills for the purposes of developing background material, positions papers, special reports and other original material, which are used as a basis for broad policy and program decisions.
• Excellent verbal communication skills with the ability to deliver public education to a variety of audiences, including children and youth.

 
Desired Criteria:

• The ability to communicate in French.
• Experience in a quality assurance role within a social services agency or department in a government or non-governmental organization.
• Registered with an accredited body.

 
The Manitoba Advocate for Children and Youth is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work related purposes. 

Duties:

The Manitoba Advocate for Children and Youth (formerly the Office of the Children’s Advocate) is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Youth Act. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to enhance the safety and well-being of Manitoba children, youth, and young adults.
 
Reporting to the Manager- Research and Quality Assurance, the Policy Analyst will play a lead role in the development of MACY policies and programs, reports, position papers, protocols and best practices through evidence-based research, analyses, feasibility assessments and program evaluations.  Duties will include the balancing of workloads between ongoing projects and time sensitive requests for policy information, all within a fast-paced work environment.  The analyst will establish formal and informal linkages with a broad cross-section of government and non-government organizations and may represent MACY on a variety of multi-sector working groups and committees.
