Qualifications:
Essential:
 
  • Degree or diploma in Business Technology Management.  An equivalent combination of related education, training and experience will be considered.
  • Experience importing/exporting information data, creating reports and following operational processes.
  • Experience with process reviews and analysis to ensure accuracy of information in assessment and identify patterns for errors to make recommendations.
  • Strong interpersonal skills to develop, train and maintain effective working relationships with a variety of internal and external stakeholders.
  • Effective organizational and time management skills to manage priorities and meet deadlines.
  • Effective verbal communication to facilitate discussions, consultations and work collaboratively with clients.
  • Effective written communication skills to produce reports, process documents and recommendations.
  • Problem solving abilitiy to identify issues and provide resolution.
  • Experience using a variety of software applications including, but not limited to Microsoft Office (with a focus on Visio, Microsoft Project Plan and Sharepoint) and Adobe Pro.
  • Quality Assurance experience with testing complex modifications and test logs.

Desired:
 
  • Experience with the Manitoba Assessment Valuation and Administration System (MAVAS) and the Manitoba Municipalities Online (MMO) interface to update assessment and tax processing.
  • Experience providing Desktop Support such as creating user accounts, receiving/installing laptops and peripherals, and technical support.
  • Demonstrated skill applying business analysis techniques to document needs, processes and recommend changes.  
Duties:
The Operational Systems Analyst provides management technical support and information relating to the primary processing of tax statements, assessment notices, and assists with updating information in the assessment and tax processing systems.  This includes the Manitoba Assessment Valuation and Administration System (MAVAS), and the online interface for municipal administrators, Manitoba Municipalities Online (MMO).  In addition, this position:
 
  • Assists in the coordination of technical system upgrades
  • Reports system analysis issues and their resolution to management
  • Provides training to students to perform data entry and operational tasks, and runs adhoc reports/extracts
  • Conducts Quality Assurance to maintain a high level of service and delivery
  • Creates/updates users’ security profiles
  • Triages technical requests (creating user accounts, software changes/enhancements) and assigns tasks to the Information Systems Branch (ISB) staff
  • Conducts rigorous testing of new or changed technical operational departmental systems and websites
