Qualifications:
Essential:
  • Post-secondary education in a related discipline, such as emergency preparedness, safety and/or health, public administration or social work.  
  • Experience leading teams.
  • Experience in managing and evaluating legislated programs, or developing standards and policies. 
  • Strong written communication skills with experience developing clear and concise reports.
  • Excellent judgement and decision-making skills.
  • Strong organizational skills for the purpose of managing multiple competing demands within tight timelines.
  • Strong interpersonal skills for the purpose of building and maintaining strong relationships with internal and external stakeholders.
  • Strong verbal communication skills, with the ability to articulate complex information to a variety of stakeholders.

Desired:
  • Demonstrated knowledge of Business Continuity Planning or Workplace Safety and Health.
Duties:
Reporting to the Director of the Corporate Support Branch, this is a senior policy analyst position dedicated to Business Continuity Planning (BCP) and Workplace Safety and Health (WSH).

The manager leads all BCP activities across the department by identifying, analyzing and documenting possible impacts that have the potential to threaten the critical functions of the department. The manager is responsible for creating plans to respond to events that potentially threaten the critical functions of the department.

The manager ensures an effective safety and health program is in place to ensure that all staff are safe and healthy at all locations. Safety policies are created, revised and applied in accordance with the Workplace Safety and Health Act. Related duties include supporting department-wide WSH committees, managing the WSH Intranet site, recording and reporting WSH statistics to senior and executive management, delivering WSH training to employees and supervisors, and providing consultation and advice to management on WSH-related events and incidents. The manager enables WSH committees to share resources and work collaboratively on safety-related projects.

This position oversees the activities of mixed teams of management and staff as they directly relate to business continuity planning, and safety and health. The manager is responsible for ensuring compliance with Manitoba government legislation, regulations, standards and policies.

The manager works in a leadership and consultative capacity to identify training and development gaps across the department. Building and maintaining effective networks and relationships within the department and across government is critical to the success of the work of the manager.
