The Director of Indigenous and Community Relations is responsible for managing strategic engagement, consultations, and communications with Indigenous and other communities on behalf of the Public Safety Division. The Director will develop and manage a community liaison program across Manitoba that works with Manitoba’s police oversight agencies (Independent Investigation Unit, Law Enforcement Review Agency, and Manitoba Police Commission) to provide a direct connection between the oversight agencies and affected communities in a culturally sensitive manner.

Qualifications:

Essential:

• Post secondary education in social sciences, public administration or management or a combination of education and related experience may be considered 
• Extensive experience related to consulting and working with First Nations, Métis and other Indigenous communities in regard to public administration
• Experience and knowledge of Indigenous history, culture, Indigenous Consultation, and the Truth and Reconciliation Commission of Canada Calls to Action
• Extensive experience in conducting research and analysis, providing consultation and recommendations in the development, implementation and administration of policies, and strategic planning
• Political acumen with the ability to use good judgement and keen insight when providing information, advice and recommendations on policing matters related to Indigenous peoples and communities
• Excellent interpersonal skills with the ability to develop and maintain strong positive working relationships with officials and individuals at all levels including government, non-government and Manitoba communities
• Experience translating strategic priorities into clear operational business plans, and experience with strategic performance management and measurement systems
• Experience in project and program management, including tracking multiple projects and their financial activities for budget monitoring purposes.
• Superior written communication skills including experience developing and preparing original content such as policy development and analytical reports
• Strong verbal communication skills with experience managing internal and external stakeholder relationships

Desired:

• Experience with delivering presentations and the public consultation process

Duties:

Reporting to the Executive Director of Policing Services and Public Safety Branch, the Director is responsible for the overall planning, leading and directing of the Public Safety Division’s (PSDs) engagement and consultations with First Nations, Métis, Inuit and other communities across Manitoba on the ongoing development, implementation, and evaluation of Manitoba’s policies and activities with respect to policing and public safety services, oversight, and governance. Branch activities include: leading Indigenous Consultation projects in support of divisional projects, providing research and analysis related to Indigenous Consultation; coordinating information responses to support PSD’s Indigenous Consultation activities; providing corporate direction on administrative procedures; setting and communicating standards for Indigenous consultation.
