Introduction
Capital Projects Planning and Delivery (CPPD) is a division within the Department of Labour, Consumer Protection and Government Services. CPPD’s core business area responsibilities include:
  • Capital planning, technical services support, and the delivery of capital projects for core government departments (excluding the Department of Transportation & Infrastructure, and the Department of Health);
  • Central coordination, negotiation, and implementation of federal-provincial cost-shared capital infrastructure programs and projects;
  • Facilitation of innovative alternative delivery models and solutions to make atypical, strategic and complex projects possible, such as P3 methodologies, for large infrastructure projects and coordinate strategic initiatives related to capital development.

Qualifications:
Esssential:
  • Post-secondary education in social science, business administration, or related field. An equivalent  combination of education, experience and training may be considered.  
  • Project management experience including change management, process development and project delivery.
  • Ability to identify issues, conduct research and/or engagement with internal and external stakeholders, identify and analyze options and develop recommendations in order to change and improve existing strategies, policy and service delivery models.
  • Excellent leadership skills including the ability to inspire confidence, to gain commitment, to build trust and consensus, and to engage and motivate others in working towards department objectives.
  • Excellent written communication skills including the ability to write clearly and persuasively for a variety of audiences. 
  • Superior verbal communication skills with a well- developed ability to influence without authority.
  • Ability to organize and manage competing demands and priorities, while ensuring quality and attention to detail, often under challenging circumstances.
  • Demonstrated ability to work independently and collaboratively in a diverse team environment and maintain effective working relationships with a variety of individuals to provide client focused services.
  • Knowledge of capital planning and /or capital projects best practices. 

Desired:
  • Experience in using SharePoint and project management software.
  • Knowledge of capital planning and /or capital projects best practices. 
Duties:
The Senior Policy Analyst’s responsibilities will include:
• Lead issues management for the division
• Manage strategic projects and policy development for the division
• Research and support new project delivery methodologies and contract vehicles
• Facilitate process improvement and innovation across the division
• Facilitate communication across the division
