Introduction
The Capital Planning Branch manages and develops the annual capital programs and provides expertise in program development for short and long-term strategic capital infrastructure investment plans and policies of the department. Builds the framework and analysis for decision-making and establishing value for money across all MTI's asset categories; and manages the maintenance, enhancements and quality assurance of program data and project systems (Construction Management System (CMS), MTI's internal and public-facing georeferenced capital projects map (MIP-Map) and the Capital Projects Dashboards).

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must have a Bachelor of Science Degree in Engineering (Civil preferred) and be registered (or be eligible for registration) as a Professional Engineer with the Association of Engineers and Geoscientist Manitoba (EGM).
  • Must have a valid class 5.0 driver’s licence.
  • Must be able to travel overnight several times per year.
Qualifications:
Essential:
  • Extensive experience in the business of highway construction and maintenance, preferably a combination of planning, design, maintenance and construction.
  • Experience managing Engineering Service Provider contracts.
  • Experience in managing financial resources which includes the ability to develop and encourage innovative approaches to deliver the most effective and efficient outcomes.
  • Experience in the effective management of staff including the ability to lead a diverse engineering/technical staff workgroup.
  • Strong written communication skills, including the ability to prepare complex advisory materials and submissions for a senior level audience.
  • Excellent interpersonal and verbal communication skills with the ability to effectively and courteously communicate with internal and external stakeholders.
  • Excellent organization, projects and time management skills to manage multiple priorities and meet deadlines.
  • Strong negotiation and conflict resolution skills.
  • Ability to teach, coach or mentor and provide appropriate technical guidance to staff.
  • Ability to exercise good political acumen and maintain confidentiality.
Duties:
The Construction Programming Engineer is a skilled, technically expert leader and manager, and a key management team member of the Capital Planning branch with several broad responsibilities vital to successful delivery of branch and division mandates.

These broad responsibilities include:
• Managing the programming section of the Capital Planning branch;
• Oversees the development and approval processing of the division’s capital programs , including Highway Infrastructure, Airport Runways Infrastructure, Channels, Transportation General Assets and Water Related Infrastructure programs in conjunction with the applicable regions and branches;
• Liaison with and reporting to federal agencies for the division’s federal/provincial cost-share capital programs during the construction phase.
