Introduction
Water Engineering and Operations (mid-division) is comprised of three branches (Bridges and Highway Structures, Water Infrastructure, and Water Operations), and is responsible for providing leadership, vision and strategic direction and for developing and delivering programs to meet Department objectives in a high risk environment related to the Province’s bridge infrastructure on the highway and water control networks, and water control infrastructure including channels, drains, dams, dikes, pumping stations and other water control structures. This is accomplished by ensuring effective stewardship and asset management, planning and program delivery that maximize overall life cycle and ensuring public safety of the province’s bridge and water control infrastructure. This position is responsible for related disciplines (engineering, technology and maintenance crew positions) and includes design, construction, rehabilitation, inspection, maintenance, operations, planning and programming activities that ensure the safety and sustainability of more than 3000 bridge structures,16,000 culvert structures, 4,750 km of drains, 90 dams, 345 water control structures, 8 diversion, 19 community ring dikes, 425 km of linear river diking, and 41 pumping stations at an estimated replacement value of $16 Billion located throughout the province.

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must be currently registered as a Professional Engineer with appropriate scope of practice in Civil engineering with the Association of Professional Engineers and Geoscientist Manitoba or be eligible for registration within 3 months. 
  • Must have a valid Class 5 Manitoba Driver's licence. 
  • Must be able to travel overnight several times per year by land or air including to remote communities.
Qualifications:
Essential:
  • Extensive experience in the scope of practice in bridge and/or water resource engineering. 
  • Experience in transformation of strategic priorities into clear operational and business. plans, and experience with strategic performance management and measurement systems.
  • Experience providing leadership and direction in the design and implementation of policies, programs and standards.
  • Experience building relationships and principles of reconciliation with local communities and stakeholders, including Indigenous people. 
  • Experience providing management leadership with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future. 
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change. 
  • Strong political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong financial acumen with experience in budgeting and financial management.
  • Excellent verbal communication skills; demonstrated fluency, clarity, organization of thought processes; expresses ideas effectively; listens to understand.
  • Excellent written communication skills for preparing complex and significant advisory materials and submissions for a senior level audience. 

Desired:
  • Extensive knowledge on various provincial and federal acts such as the Transportation Infrastructure Act, Highway Traffic Act, Water Resources Administration Act, Expropriation Act, Mines and Minerals Act, Municipal Act and Planning Act.
Duties:
As a member of the department’s management team, the Executive Director of Water Engineering & Operations is responsible to lead and manage the Water Engineering & Operations mid-division of Transportation & Infrastructure’s Engineering & Technical Services Division (ETS), including the delivery of a significant capital program, and to provide advice and support to the Assistant Deputy Minister of ETS, and to the Deputy Minister of Transportation & Infrastructure.
