Upon graduation and completion of practicum, Environmental Officer 1 (EO1) $50,744 - $67,671 per year as a developmental Public Health Inspector.

Introduction
Manitoba Health is pleased to offer the Public Health Inspector (PHI) Student Bursary Program in support of public service renewal.  Public Health Inspectors (PHIs) are vital members of the community health system whose primary focus is prevention of injury, illness and premature death.  PHIs safeguard the well-being of both the public and the environment by educating people about public health issues, monitoring facilities and developments, and enforcing public health legislation.  They use a broad array of strategies and interventions intended to protect the public’s health by minimizing environmental health risks to the population.

What is the Public Health Inspector Student Bursary Program?
The Public Health Inspector Student Bursary Program is a financial award for students registered for Fall commencement in an approved Environmental Public Health Program who are pursuing certification as a Public Health Inspector.  Following completion of coursework, bursary recipients will be offered a Public Health Inspection practicum placement in rural or Northern Manitoba as a requirement of their graduation.  The practicum will be paid at a student rate under the Manitoba STEP Services (student co-op placement) program.
 
Following graduation including successful completion of practicum, bursary recipients will commence employment with the Province of Manitoba as an underfill (developmental) Public Health Inspector, at a commensurate rate of pay, at the Environmental Officer 1 (EO1) level.  The EOI inspector will be given 12 months to obtain their certificate of Public Health Inspection (Canada) by the Canadian Institute of Public Health Inspectors (CIPHI) Board of Certification.  Upon certification, the recipient will be promoted to the full working level of a Public Health Inspector in rural or Northern Manitoba, and will be expected to complete a minimum of two (2) years of employment with the Province of Manitoba as a fully certified Public Health Inspector.
 
POST-SECONDARY GRADUATES ENROLLED IN AN ACCREDITED ENVIRONMENTAL HEALTH PROGRAM FOR THE FALL 2022 ACADEMIC YEAR ARE ENCOURAGED TO APPLY IN MAY 2022.
 
Bursaries are available as follows:
  • $20,000 per annum for an accredited program not exceeding two (2) years in duration; OR
  • A maximum of $30,000 if enrolled in a  twelve (12) month program
 
Students who receive the bursary but fail to meet the terms and conditions of the return of service will be subject repayment of the bursary funds.
 
Between semesters, Manitoba Health will provide STEP Services (student placement) opportunities to gain experience within the Health Protection Unit during the summer months.

Duties:
Public Health Inspectors use technical equipment and expertise to conduct inspections, investigations, surveillance and enforcement activities to control public health hazards and protect the health and safety of Manitobans in public spaces.  They work as a part of team responsible for ensuring compliance with regulations under various Health Acts to ensure safe food, drinking water, recreational water, clean air and healthy building environments.  Public Health Inspectors also promote public health through the development and delivery of public education related to disease and injury prevention, communicable disease control, and potential adverse health hazards.
Qualifications:

  • Ability to work effectively under pressure or demanding challenges with minimal supervision

  • Ability to use MS Office programs and learn software applications
  • Previous work experience in Manitoba in a technical role in a science-based or healthcare setting is an asset
  • Previous work experience performing enforcement and compliance duties is an asset.

  • University Graduate with a Bachelor’s Degree in a science discipline with successful completion of relevant courses (ex. Biology, Microbiology, Chemistry, Math, Statistics, and English). 
    An equivalent combination of relevant education, training and experience will be considered:
    • a Bachelor’s Degree with significant science content; OR
    • Eligibility for direct entry into an Environmental Health Program accredited by the Canadian Institute of Public Health Inspection (CIPHI) (www.ciphi.ca).
  • Valid Class 5F Driver’s licence with access to a personal vehicle for use on the job
  • Willing and able to live and work in rural or northern Manitoba
  • Ability to meet the physical requirements necessary to conduct on-site investigations and inspections
  • Ability to work outside regular working hours and/or travel to remote locations by car, plane and boat with possibility of consecutive overnight stays.
