Introduction
The IT Strategy and Value Unit is responsible for management and implementation of Manitoba’s annual IT investment and demand planning process, the development of the government’s overall IT strategy as well as the development and ongoing maintenance of the Manitoba government’s IT policy framework and reporting on organizational performance.

Qualifications:
Essential:
  • University degree in a related discipline such as social sciences, computer sciences, management, public administration or equivalent training, professional designation and experience.
  • Experience in project management, change management, and other strategic and long-term planning principles and practices.
  • Extensive experience in the development and implementation of policies and programs.
  • Experience in the application of various research methodologies and interpretation of results using quantitative, qualitative and financial analysis.
  • Knowledge of financial management and resource allocation principals.
  • Demonstrate a high level of political and business acumen.
  • Excellent analytical skills.
  • Excellent judgement and problem solving skills.
  • Excellent written communication skills.
  • Excellent verbal communication skills with the ability to communicate complex ideas in a clear and concise manner
Duties:
Reporting to the Manager of IT Strategy and Value, the Senior IT Policy Analysts support the planning, development, implementation, and the ongoing management of Manitoba’s annual IT Investment and Demand Planning process. Additionally, the analysts provide oversight and direction to the IT business case process. The Analysts also undertake quantitative, qualitative and financial analysis, manage projects ensuring that goals and objectives are met and coordinate all phases of authority seeking documents from the initial request to completion. This includes developing and drafting memos, advisory notes, Treasury Board Submissions, award recommendations and IT business cases. The Senior IT Policy Analysts provide advice and recommendations for complex issues based on exhaustive internal and external research and analyses that reflect a corporate perspective on issues, financial impacts as well the needs of departments and central government.
