This competition will be used to recruit applicants at the Planning and Program Analyst 2 (PM2) and Planning and Program Analyst 3 (PM3) level.  Applicants without project management exprience are encouraged to apply, as their application may be considered for opportunities at the PM2 level.

Conditions of Employment:
  • Must be legally entitled to work in Canada

  • Valid driver’s license, access to a vehicle and the ability to travel throughout the province on government business
  • Post-secondary education in a social sciences related field. Other combinations of education, training and experience may be considered
  • Experience with social program or policy research, analysis (including determining cost implications for program changes), development, implementation and evaluation
  • Excellent written communication skills, with experience writing clear, concise documents and reports for a variety of audiences 
  • Experience leading and managing complex projects involving diverse stakeholders
  • Strong analytical skills with the ability to synthesize complex issues logically and methodically while identifying potential opportunities as well as underlying risks or barriers
  • Excellent verbal communication skills with the ability to effectively communicate complex policy issues to a variety of stakeholders
  • Strong interpersonal skills with the ability to develop and lead teams as well as maintain positive relationships with internal and external stakeholders 
  • Strong organizational skills with the ability to work under pressure, managing multiple projects in tight timeframes
  • Proficiency with the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook and MS Teams)

  • Experience conducting statistical analysis of quantitative data using SPSS, SAS, Stata, or other statistical software
  • Experience with financial management and reporting (e.g. preparing financial information for the estimates process, briefing notes and annual reports)
  • Knowledge of barriers faced by low-income Manitobans and provincial, federal, and non-governmental income support programs
The Analyst is responsible for researching, developing program policy, reviewing and analyzing related policies or programs and making recommendations to decision makers; and preparing a broad range of written material for public and  internal use. This includes preparation of estimates materials, Ministerial/Senior Management correspondence, authority seeking documents such as Treasury Board Submissions, briefing notes, reports and other materials as required. The Analyst represents the branch on various committees and will coordinate and or lead projects, collaborating with diverse stakeholders.
