Introduction
Indigenous Reconciliation and Northern Relations is seeking qualified individuals to fill Technical and Public Works Consultant position located in Winnipeg, Dauphin, The Pas and Thompson, MB. Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Candidates who possess a Diploma in Civil Engineering Technology must be willing and able to obtain their Certified Engineering Technologist (CET) designation within 12 months of the start date
  • Must possess and maintain a valid full stage Manitoba Class 5 Driver's License
  • Must be able and available to be on call for emergencies as required
  • Must be able to travel to remote communities by vehicle, boat, small aircraft, all-terrain vehicle and/or on winter roads.
  • Must be able to work overtime including evening and/or weekends if and when required.
  • Within 2 years of the start date in the position, the incumbent must successfully complete the California State University Water Treatment Plant Field Study Program (Volumes I and II), and the Association of the Board of Certification's (ABC's) level II Water Treatment Exam
Qualifications:
Essential:
  • Diploma in Civil Engineering Technology, preferable in the Environmental or Municipal Discipline; a Bachelor of Science, or an Engineering degree.  An acceptable equivalency may be considered
  • Experience with operations and maintenance of municipal infrastructure, water, wastewater systems, and/or solid waste management
  • Experience interpreting and applying legislation related to municipal infrastructure, water, wastewater, and solid waste management, including The Public Health Act and Environment Act and related regulations
  • Strong analytical and problem solving skills
  • Strong verbal communication skills with the ability to clearly communicate information to a variety of clients and stakeholders
  • Knowledge of municipal infrastructure including planning, operations and maintenance (ex: roads, public buildings, equipment)
  • Strong written communication skills with a high degree of accuracy and attention to detail
  • Strong interpersonal skills including the ability to resolve conflict, build relationships and interact effectively with internal and external clients
  • Experience educating and consulting internal and external stakeholders to develop competency and understanding
  • Ability to take initiative and perform tasks independently while working under minimal supervision

Desired:
  • Knowledge of Workplace Health & Safety and Risk Management policies and procedures
  • Ability to read and interpret construction blueprints and/or drawings
  • Experience working with Indigenous, northern and/or remote communities
  • Experience with Project Management including experience with contracts and tenders, and the ability to plan, coordinate, monitor, and communicate on project deliverables
  • Excellent French verbal communication skills
Duties:
The Technical and Public Works Consultant is responsible to consult with, assist and provide guidance to Community Councils and their staff in the development and maintenance of municipal infrastructure consistent with community development plans
