Introduction
Manitoba's Mental Health, Wellness and Recovery department is looking for a Policy Analyst to support health promotion, healthy sexuality and harm reduction practices.

Qualifications:

Essential:
 
  • Post secondary education in health, social sciences or public administration.  An equivalent combination of education and experience may be considered.
  • Experience leading the planning, design, development and implementation of policies and programs related to harm reduction or  healthy sexuality. 
  • Experience facilitating the development of policy and initiatives involving complex and sensitive subject matter 
  • Experience building relationships and collaborating with diverse stakeholder including community and stakeholder consultation 
  • Demonstrated understanding of the principles and practices of harm reduction, healthy sexuality, population health, determinants of health, and health equity.
  • Strong verbal communication skills to present complex subject matter to a variety of audiences both formally and informally.
  • Excellent written communication skills to produce written material for a variety of audiences
  • Strong political acumen to navigate sensitive subject matter among various stakeholders with differing positions and interests
  • Strong problem solving skills to evaluate complex issues and provide sound advice and recommendations
  • Strong interpersonal skills and ability to work as part of a diverse team often with competing interests
  • Effective time management skills to manage multiple projects with competing priorities.  

Desired:
 
  • Ability to analyze and interpret information, evidence and research to facilitate the assessment, planning and implementation and evaluation of policies and programs 
  • Demonstrated leadership skills to manage projects and lead effective project teams and committees
Duties:
Reporting to the Director of the Health Promotion and Policy Unit (HPPU), this position is responsible for leading the development implementation, evaluation and monitoring of provincial policy and initiatives that support health promotion, healthy sexuality and harm reduction practices.  This position provides evidence based expertise and works collaboratively with internal and external stakeholders including the regional health authorities and non-government agencies on issues involving:  health promotion, healthy sexuality, substance use, drug overdose and harm reduction initiatives.
