Introduction
The Manitoba Water Services Board (Board), a crown corporation, has been providing assistance to rural Manitobans for nearly 60 years in the development of safe, affordable and sustainable water and wastewater infrastructure. Board projects and services are implemented by Water Services Branch staff within the Department of Central Services who provides technical and financial assistance to municipalities and water cooperatives in the development, transmission, distribution and control of water supplies. The Board through the Water Services Branch also provides assistance for collection, treatment and disposal of municipal wastewater.  The Water Services Branch is looking for a strong team player, high performing and enthusiastic individual to join our Engineering and Management Team. Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must have the ability to work outdoors in periods of hot and cold weather conditions.
  • Must have the ability to travel throughout Manitoba.
  • Must be registered as a Professional Engineer with Engineers Geoscientists Manitoba (EGM) or with another provincial association of Professional Engineers with eligibility for registration with EGM within 3 months of start date. 
Qualifications:
Essential:
  • Bachelor of Engineering degree with extensive experience relating to design, tendering and construction of potable water and sewer infrastructure, and expertise in managing water treatment plant operations and maintenance activities.
  • Extensive experience in infrastructure project management services including; providing direction to engineering and technical personnel, meeting schedules and budgets, contract management, and meeting client needs.
  • Strong leadership skills with experience in a supervisory role including; assigning and monitoring work, performance management, and maintaining a respectful workplace. 
  • Extensive knowledge of potable water and wastewater treatment technologies and processes including the design of structural, mechanical and electrical components.
  • Knowledge of standards and regulation requirements pertaining to the development of potable water and wastewater infrastructure.
  • Excellent written communication skills with the ability to write well-written technical documents including specifications, proposals, and technical correspondence in a clear and concise manner.
  • Well-developed verbal communication skills that enable effective communication with all levels of government, as well as industry, outside agencies/groups and the public. 
  • Strong analytical skills including: the ability to think critically, synthesize information, provides recommendations, and keeps current with advancing technologies.
  • Strong interpersonal skills with the ability to provide technical support, advice and maintain working relationships with colleagues, staff, organizations, and internal and external stakeholders.
  • Strong organization skill including the ability to handle conflicting priorities, deadlines and scheduling conflicts.
  • Ability to work independently with minimal supervision and in a team environment with excellent team building skills. Displays initiative and drive to independently manage projects and pursue new challenges and opportunities. 
  • Possess knowledge of Workplace Safety work practices, demonstrates commitment to safety, and understands the principles of safety management.
Duties:
The Chief of Operations is a member of the Water Services Branch management team and reports to the General Manager. The incumbent oversees both a construction and operations team to deliver The Manitoba Water Services Board capital water and sewer infrastructure program and operations and maintenance activities for Board managed public water systems in rural Manitoba. Reviews tender documents, ensures specifications and plans meet project objectives, and ensures standard construction specifications and practices are met. Monitors staff and construction activities to make certain contracts are efficiently executed within budgetary and regulatory requirements. Responsible for the effective and efficient operations of various Board operated municipal and co-op water systems. Exercises discriminating engineering judgement and provides solutions in resolving engineering and construction issues. Communicates and maintains working relations with consultants, contractors, and government officials. Provides direct supervision to a staff team consisting of engineers and civil engineering technologists.
