Introduction
The Office of the Fire Commissioner (OFC) is a Special Operating Agency (SOA) that performs a critical role in ensuring and maintaining Manitoba’s public safety. The overall mission is to safeguard both persons and property from fire and life safety hazards through education, investigation, emergency response and code application.

The Agency is seeking a highly motivated Policy Analyst to support our policy unit and the senior management team by researching complex issues, developing possible solutions and recommending policy actions to enable the Agency to perform its legislative mandate.

Qualifications:
Essential:
  • Undergraduate degree in political studies or a related discipline; or an equivalent combination of education and related experience.  
  • Significant experience conducting research and review of policy and program developments related to legislation and regulations. 
  • Experience in the development of legislation, regulations and/or policies. 
  • Experience consulting and collaborating with both internal and external clients.
  • Strong written communication skills with the ability to prepare briefing materials, advisory notes, correspondence, treasury board and/or cabinet submissions and reports. 
  • Superior analytical skills with the ability to evaluate and make recommendations related to programs and policies.
  • Strong verbal communication skills with the ability to explain complex issues. 
  • Ability to manage multiple or competing priorities within tight time frames.  
  • Ability to work independently.
  • Proficiency in the use of computers including document and spreadsheet processing, designing presentations and operating e-mails. 
 
Desired:
  • Ability to prepare and deliver presentations to a variety of audiences.
  • Knowledge of the Office of the Fire Commissioner, its structure, mandate and the services and programs provided by the Agency.
  • Knowledge of the various statutes and regulations that fall under the jurisdiction of the Office of the Fire Commissioner.
Duties:
Reporting directly to the Senior Policy Analyst,  the Policy Analyst will participate on multi-disciplinary working groups, in the development of improved legislation, regulations and policy and procedures, to support the Agency's diverse mandate in the areas of technical equipment safety, emergency management and response, training and education for emergency responders, as well as fire and life safety initiatives. The Policy Analyst will also assist in the development of position papers, ministerial speeches, correspondence, treasury board submissions and cabinet submissions on behalf of senior management.
