Introduction
The Office of the Fire Commissioner (OFC) is a Special Operating Agency (SOA) of the Manitoba government that performs a critical role in ensuring and maintaining Manitoba’s public safety.  The overall mission is to safeguard both persons and property from fire and life safety hazards through education, investigation, emergency response and code application.

The Agency is seeking an experienced Fire and Life Safety Educator primarily responsible for planning, developing, implementing and monitoring the Agency’s public safety and fire prevention programs being delivered to municipalities, communities, schools, councils, advocacy and interest groups and the general public.

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must be able to travel throughout Manitoba (including Northern Manitoba) and occasionally in Canada and internationally.
  • Must have a valid Manitoba class 5 driver`s license (or equivalent license from other jurisdiction) and satisfactory Driver's Abstract.
  • Must be able to obtain a satisfactory Criminal Record Check (with Vulnerable Sector search).
  • Must be able to obtain a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check.
  • Must be physically capable of performing the duties and functions of the position including lifting heavy objects, kneeling, standing, climbing stairs and ladders, working at heights and operating vehicles over long distances. 
  • Must be able to work evenings and weekends as necessary weekends
  • Must be able to wear personal protective equipment including respirators.
  • Must have access to a personal vehicle for work purposes
 
Qualifications:
Essential:
  • Degree or certificate in any program relating to training, development and education; or an equivalent combination of training and experience in the field of public safety and/or fire prevention education. 
  • Experience organizing, delivering and evaluating training and educational programs. 
  • Experience developing, fostering and maintaining diverse teams, partnerships, and alliances with community groups and other stakeholders. 
  • Experience in curriculum review and development including developing lesson plans and examinations. 
  • Excellent verbal communication skills with the ability to facilitate discussions and make formal presentations to a broad audience composed of the youth, adults and seniors.
  • Strong written communication skills. 
  • Ability to work independently with minimal supervision.
  • Ability to manage multiple or competing priorities within tight time frames. 
  • Strong decision making and problem solving skills.
  • Computer proficiency in creating presentations and processing documents. 
 
Desired:
  • Experience researching leading practices and trends relating to fire prevention education. 
  • Broad knowledge of the relevant acts, programs and general mandate of the Office of the Fire Commissioner.
  • Certificate in Fire and Life Safety Educator (NFPA 1035) and/or Fire Service Instructor Level 1 (NFPA 1041). 
  • Certificate in Fire Fighter Level 1 (NFPA 1001) and/or Fire Inspector Level 1 (NFPA 1031).
 
Duties:
The Fire and Life Safety Educator organizes, implements and monitors the effectiveness of various public safety and fire prevention programs on behalf of the Agency. A considerable portion of the job involves conducting extensive community discussions and consultations and hands-on training sessions on fire prevention to a broad range of audiences. The incumbent conducts research and keeps abreast with the most responsive educational approaches and methodologies related to these programs. The position represents the OFC in collaborating with various stakeholders to promote public awareness, by all forms of communication, on fire and life safety hazards as the first step of protection against preventable fires.
