Introduction
The Public Service Commission provides strategic human resource advice and direct human resource services to all Manitoba government departments. It also provides leadership and services through the development and implementation of corporate human resource and government-wide workforce legislation, policies, programs and initiatives, and reporting and analytics that support or advance government priorities.

The Employee Experience Division delivers targeted services to public servants that foster expected behaviours, develop skills and knowledge, promote wellbeing, and create inclusive and accessible workplaces where employees are equipped and supported to perform at their highest level.

Duties:
The purpose of the People and Culture branch is to build and sustain an organization where all employees feel nurtured, engaged, heard, included, belongingness, safe, supported throughout their journey and presented with opportunities for growth, learning and leading. The branch designs and leads Learning, Leadership development, DEI, Career Development, Engagement and Cultural initiatives to this effect.

Talent Development Consultants are accountable for guiding the learning and development of individuals and groups within the Government of Manitoba, providing strategic advice to ensure that organizational development needs are identified and resolved in a manner consistent with government policies and priorities and People & Culture service standards.
Qualifications:
Essential:
  • Certificate or degree in adult education or in a related field, or an equivalent combination of education, training and experience may be considered.
  • Knowledge of adult learning theory and practice, including: needs assessment, program and curriculum design and development, instructional design, facilitation and instruction, and evaluation.
  • Experience in consulting, training, facilitation and coaching skills and act as a resource to both individuals and organizations on best practices for learning and development.
  • Excellent collaboration skills with the ability to actively contribute to team processes and effectiveness as well as work co-operatively with others by willingly stepping forward to assist co-workers, contribute to team efforts and group projects. 
  • Strong change management skills and knowledge to ensure that learning and development programming incorporates sound change management practice.
  • Demonstrated project management skills and tools to lead and manage course and program development projects, manage competing urgencies and multiple projects of varying complexity.
  • Strong verbal communication skills with the ability to engage and build relationships with senior leaders across the organization.
  • Strong written communication skills with the ability to prepare materials for senior management.
  • Strong interpersonal skills with the ability to exercise political acumen develop and maintain positive working relationships and inspire change with a focus on Indigenous Stakeholders and organizations. 
Desired:
  • Experience building relationships with Indigenous peoples and implementing the principles of reconciliation.
  • Knowledge of policy writing for government.
  • Ability to read, write and speak in French.

  • Must provide and maintain a satisfactory Criminal Record Check.
  • Must be able to work overtime if required.
