Introduction
The Department of Environment and Climate Change is seeking a qualified individual to fill the position of Senior Industry Consultant (IC4). The Energy Innovation and Analysis Branch, within Climate Action and Energy Innovation Division supports leading practices, applies analysis, develops policy, and initiates projects to support the all-of government implementation of Manitoba’s climate and energy objectives. The division works in close collaboration with stakeholders and Crown corporations to deliver policies and programs related to energy in Manitoba.

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must be able to work overtime as needed.
  • Must be able to travel within and outside Manitoba with periodic overnight stays.
Qualifications:
Essential:
  • Post-secondary education in sciences, social sciences, business, public administration, engineering or related discipline with relevant work experience in energy, climate change or related field. An equivalent combination of related education, specialized technical training, and experience may also be considered.
  • Experience working with, or thorough knowledge of, climate and energy legislation, including: The Efficiency Manitoba Act, The Energy Act, the Climate and Green Plan Act, or equivalent legislation.
  • Experience in project and program management, including expertise in project lifecycles, project planning, innovation, change management, costing and schedule estimation.
  • Excellent written communication skills to produce reports, technical papers, program audits and other complex written materials for different audiences.
  • Strong verbal communication with the ability to convey complex ideas and insights to a variety of technical and non-technical audiences.
  • Experience researching, developing and applying new approaches, techniques and analysis to meet the diverse requirements of complex assignments.
  • Strong organizational and time management skills with the ability to manage numerous projects and programs simultaneously while meeting competing deadlines.
  • Highly developed interpersonal skills for building and maintaining positive working relationships with diverse internal and external stakeholders.
  • Excellent problem-solving and decision-making skills to provide sound advice and recommendations to a variety of internal and external stakeholders.
  • Strong political acumen with the ability to exercise sound judgement in dealing with confidential, complex and sensitive materials and situations.
  • Experience assessing, interpreting and leading the development and implementation of policies, programs, and standards.
  • Ability to take initiative and work independently under minimal supervision.

Duties:
Reporting to the Director of Energy Innovation and Analysis Branch, the senior industry consultant is responsible for providing strategic advice and guidance related to provincial energy efficiency programs, including legislation, regulations, codes and standards related to provincial energy matters. Working closely with Efficiency Manitoba staff, the incumbent will review and track government energy efficiency programs and objectives across sectors, including program review and tracking energy savings outcomes resulting from Efficiency Manitoba activities. The incumbent will also consult closely with Manitoba Hydro staff on matters related to utility-led Integrated Resource Planning, liaise with the Public Utilities Board as needed and provide advice and assistance to industries and government representatives. The senior industry consultant also develops reports, technical papers, program audits or feasibility studies, which may influence decision-making.
