Introduction
Manitoba Finance’s Finance Policy and Research Division (FPRD) has a lead responsibility to provide estimates, research, analysis, advice, and reports on Province of Manitoba’s taxation revenue position, fiscal developments in other jurisdictions related to tax revenue and tax policy trends (federal and provincial).

The Revenue Forecasting Branch in FPRD has a crucial role in Manitoba government’s financial management operations. Taxation revenue is approximately 45 per cent of total government revenue. The Branch provides budget estimates for all tax revenue sources and reports on subsequent variances in the Quarterly Financial Reports and the Public Accounts.

Conditions of Employment:

Qualifications:
Essential:
  • Master’s degree in economics with a specialization in econometrics, macroeconomic theory or public finance and related experience in economic forecasting or policy analysis. A combination of related education (such as data science and statistics) and work experience may be considered.
  • Experience in supervising and leading/mentoring staff.
  • Experience in economic forecasting using advanced econometric methods and diligent judgment in both economic and fiscal analysis.
  • Experience conducting quantitative and analytical research and providing recommendations based on the findings.
  • Experience in economic modelling and programming with computer based econometric, statistical and simulation packages such as EViews, Stata, R and SPSS
  • Advanced experience with Microsoft Excel.
  • Understanding of core macroeconomic fundamentals.
  • Strong problem-solving skills and the ability to analyze complex data.
  • Strong written and verbal communication skills with the ability to communicate complex and technical information to a variety of audiences.
  • Strong time management skills with the ability to manage multiple conflicting priorities with tight timeframes and strict deadlines.
Desired:
  • Knowledge of national and provincial accounts data. 
  • Knowledge of income tax reporting and data.
Duties:
Reporting to the Manager of Revenue, the Senior Revenue Forecasting Economist is responsible for:
  • Leading the branch’s tax revenue forecast used in establishing departmental spending targets.
  • Supervising, mentoring and training economists in the branch and collaborating with the division’s other branches – the Manitoba Bureau of Statistics, Tax Analysis Branch, and Intergovernmental Finance Branch – to share knowledge and improve the rigour and accuracy of forecasts.
  • Improving the effectiveness of the forecasting process through innovation and teamwork. The candidate must be data driven and intellectually curious to combine economic, tax and demographic data to produce revenue estimates.
  • Reporting forecasts, research and analysis to senior officials in Manitoba Finance and the Treasury Board Secretariat.
  • Leading and collaborating on projects with other branches (from the division) and other departments as required.
