Introduction
The Northern Affairs (NA) branch of the Department of Municipal and Northern Relations is seeking to fill two (2) Water Operations Consultant positions to provide technical and administrative support for essential municipal programs and services in 48 designated communities within the unorganized territory of northern Manitoba. Services are provided through offices in Thompson, The Pas, Dauphin, and Winnipeg. The Branch is committed to the advancement of independent, sustainable local government through a process of partnership and consultation.  The province owns and is responsible for the operation of water and wastewater facilities in 30 NA communities.

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid Class 5F Manitoba Drivers Licence 
  • Must be able to work overtime, including evenings and weekends as required 
  • Must be available to be on call for emergencies as required 
  • Must be able to travel to remote communities by vehicle, boat, small aircraft, all-terrain vehicle and/or winter roads.
  • Must be able to carry up to 20 pounds of equipment over rough terrain to access facilities.
  • Within 2 years of start date in the position, the incumbent must obtain and maintain Manitoba certification in Water Treatment Class 2, Wastewater Treatment Class 2 and Small Systems (water and wastewater).
     
Qualifications:
Essential:
 
  • Minimum Class 2 Water or Wastewater Treatment Certification. A diploma in Civil Engineering Technology, preferable in the Environmental or Municipal Discipline; a Bachelor of Science, or an Engineering degree. An equivalent combination of education, training and experience may be considered.
  • Experience and/or knowledge with operations and maintenance of municipal infrastructure, water or wastewater systems.
  • Strong analytical and problem solving skills
  • Strong verbal communication skills with the ability to clearly communicate information to a variety of clients and stakeholders.
  • Experience and or knowledge interpreting and applying legislation related to water and wastewater infrastructure operations and maintenance, including The Drinking Water Safety Act, The Public Health Act or The Environment Act and related regulations.
  • Proficiency in Microsoft Suite including Excel, Word, and Outlook.
  • Strong organizational and time management skills to work under pressure and manage multiple priorities in tight timeframes, with minimal supervision. 
  • Strong interpersonal skills including the ability to resolve conflict, build relationships and interact effectively with internal and external clients.
  •  Experience providing mentorship, coaching, and or training in order to build capacity. 
  •  Strong written communication skills to communicate simple and complex information to different stakeholders with various level of understanding. 

Desired:
 
  • Knowledge of Workplace Safety and Health requirements related to the operation and maintenance of water and wastewater infrastructure.
  • Ability to read and interpret blueprints or drawings.
Duties:
As a specialist reporting to the Regional Director, the Water Operations Consultant provides technical leadership, direction, supervision, advice and guidance to community and department staff in relation to the provision of safe drinking water, and effective treatment of wastewater within Northern Affairs (NA) communities. Where a local community operator is not fully certified, the position may act directly as the facility Operator-in-Charge until such time as the local operator can become fully certified.  The position is expected to act as Operator-in-Charge of multiple facilities spread out over a wide geographic area. As Operator-in-Charge, they work with NA Community Administrative Officers and Councils to provide oversight to NA community operators, build community capacity, and manage performance outcomes for the facilities ensuring all regulatory requirements are met.
