Qualifications:
Essential:
  • Post secondary education in Finance Management, Accounting or Business Administration and a current CPA Designation.  An equivalent combination of relevant education and experience may be considered at a commensurate level.
  • Experience in planning, implementing, and conducting financial and operational reviews, investigations and audits of external publicly funded agencies or organizations.
  • Experience in monitoring the financial and operational performance of publicly funded agencies, providing high-level analysis and reports for senior management review.
  • Experience implementing and overseeing the comptrollership accountability framework.
  • Experience providing consultative services and training to external agency’s financial management and boards.
  • Excellent interpersonal skills with the ability to build effective working relationships with internal and external stakeholders.
  • Strong verbal communication skills with the ability to communicate information to a variety of audiences.
  • Strong written communication skills to communicate simple and complex information to different stakeholders with various level of understanding.
  • Experience interpreting, explaining and applying legislation and regulations in a regulatory environment.
  • Strong analytical, problem solving and decision making skills, with the ability to anticipate impacts to internal and external stakeholders.
  • Proficiency with Microsoft applications (i.e.: Outlook, Word, Excel, PowerPoint, Access) or equivalent software applications.
Duties:
The Financial Management Consultant is responsible for the ongoing review, monitoring, development, enhancement, and implementation of the Department's agency/service provider accountability frameworks (divisional/program), ensuring the framework elements, agreements/contracts, reporting requirements, review and risk assessment tools are practical and meet modern comptrollership principles.
The incumbent will conduct financial reviews and audits of external agencies to ensure the appropriate use of public funds. Responsible for developing and implementing a policy and process for providing agencies with financial and management training and support, ensuring they have sound financial and accounting practices and systems and fully comply with the accountability framework's guidelines and standards. The incumbent will be responsible for assisting in developing and implementing a policy and process for conducting systematic and cyclical audits of agencies/service providers based on a coordinated and standardized risk assessment across the departmental divisions and programs.
