Introduction
The Province of Manitoba is seeking highly motivated and experienced individuals to fill the Senior Legislative Analyst position within the Department of Agriculture. The Department of Agriculture’s Legislative Development unit, in the Policy and Legislation Branch, provides expert policy analysis and recommendations to ensure Manitoba Agriculture’s statutes, regulations and Orders reflect the objectives of the government and mandate of the department.

Qualifications:
Essential:
  • Post-secondary degree, preferably at the Masters level, in social sciences, natural resources, public administration, law, management or a related discipline, with related experience. An equivalent combination of education and extensive experience ideally in the public sector setting may also be considered.
  • Extensive experience conducting research, interpreting regulations and legislation, analysis and making recommendations on matters of public policy.
  • Knowledge of, and experience in leading the development and implementation of legislative/regulatory projects or policy development processes.
  • Excellent written communication skills with ability to prepare analytical and authority-seeking documents for decision makers.
  • Excellent verbal communication skills including the ability to facilitate discussions between different groups and communicate at the level of the target audience.
  • Strong political acumen to manage confidential, controversial and sensitive material and situations in a professional and responsible manner.
  • Strong interpersonal communication skills with the ability to work in a team environment.
  • Strong organizational and time management skills with the ability to work under pressure and manage multiple priorities in tight timeframes.  

Desired:
  • Knowledge and/or experience with building and maintaining effective relationships with industry and/or Indigenous stakeholders/partners.           
  • Ability to read, write and verbally communicate in French. (some positions only)
Duties:
The Senior Legislative Analyst will provide support, guidance and lead the legislative development process in collaboration with division subject matter experts. The incumbent will be responsible for providing high-level advice and guidance on financial and legal implications and will prepare various materials such as advisory notes, speaking notes, correspondence, Treasury Board and Cabinet Submissions, and other reports and briefing materials.  The incumbent will also provide expert policy analysis and recommendations to ensure that the Department’s Acts, Regulations, and Orders reflect the objectives of the government and the needs of industry stakeholders and fulfils the Department’s evolving mandates and objectives. They will represent the branch on various groups or committees and will coordinate and lead complex projects in collaboration with diverse stakeholders.
