This competition will be used to fill current and future positions at the Planning and Program Analyst 1 (PM1) and Planning and Program Analyst 2 (PM2) classifications on an ongoing basis.
 

Introduction
The Government of Manitoba is currently seeking highly motivated, skilled professionals (including French language speaking) to fill multiple Policy & Program Analysts (PM2) positions throughout the various Provincial Government Departments. 

Policy & Program Analysts at the PM2 level are involved at all stages of the policy development cycle including research, analysis, consultation, developing recommendations and evaluation of Manitoba government programs and policies.  In addition, Policy & Program Analysts may provide centralized corporate support and leadership functions to their Department, manage special projects and initiatives, maintain responsibilities for strategic planning and corporate business processes, oversee communications, support public correspondence, and manage information systems.

Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Must be willing and able to work extended hours, including evenings and weekends as required
  • Must be able to travel by ground and air across Manitoba with possible overnight stays, as required
  • Must be able to provide and maintain a satisfactory Criminal Record Check (required for some positions)
  • Must be able to provide and maintain a satisfactory Child Abuse and Adult Abuse Registry Check (required for some positions)
  • Must have and maintain a valid full Class 5 Manitoba Driver's license (required for some positions)
Qualifications:
Essential:
  • Post-secondary degree in Law, Social Sciences, Education, Business Administration or a related discipline, with associated work experience. An equivalent combination of education, training and extensive experience may be considered.
  • Experience conducting research and analysis on legislation and regulation interpretation for policy, legislation and regulation evaluation, development and implementation
  • Strong analytical, problem-solving and decision making skills
  • High level of political acumen to navigate sensitive and confidential issues with tact and diplomacy.
  • Excellent written communication skills with the ability  to write a variety of documents and reports for different audiences.
  • Strong verbal communication skills to effectively communicate formally and informally with various audiences of the organization
  • Experience working with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint and Teams) or similar software applications.
  • Strong organizational and time management skills with ability to manage multiple priorities with competing deadlines
  • Strong interpersonal skills, including the ability to foster and maintain strong working relationships with colleagues and various stakeholders.
  • Ability to work independently with minimal supervision and demonstrate initiative.
  • Strong project management experience to coordinate and support complex projects and assignments.

Desired:
  • Knowledge of government administration, policies and processes
  • Ability  to read, write and verbally communicate in French.
Duties:
Reporting to their assigned Manager, Coordinator or Supervisor, the Policy & Program Analyst (PM2) will be responsible to research, review, evaluate and advise the applicable department on the feasibility of major programs and policy, and ensures consistency of programs with intended policy.

Other key duties may include: contributing to the planning and execution of the Department’s strategic initiatives; drafting various documents for departmental senior management; participating in project management and strategic planning to assist in designing and developing research projects/studies; developing methodologies in the preparation of project budgets; participating in intra/interdepartmental project teams, committees and working groups; undertaking research to assist in planning, developing, implementing, monitoring and evaluating legislation, policies and initiatives; suggesting policy and program alternatives, recommendations and methods to achieve established objectives; consulting with external organizations to share information concerning programs in relation to government policy;  monitoring and supervising the work of consulting firms or assigned Research Assistants; and providing support to stakeholders, management, staff and branches by undertaking evidence-based research, analysis and evaluations.
