The Contract Manager will lead and manage complex, critical, pan-government contracts or programs and service provider activities. This will include managing any changes to the contracted agreement or statement of work, facilitate complex procurement strategies that support Manitoba’s program and transformation objectives and collaborate with departments to support operational requirements to mitigate risk.

Qualifications:
Essential:

  • Bachelor’s Degree or completion of a professional procurement designation, project management certification or post-secondary education in business. An equivalent combination of related education, training and experience may be considered.
  • Experience in managing, planning, developing and executing high value, multi-stage and complex contracts and programs.
  • Experience with project management tools and ability to plan and manage projects.
  • Experience in change management.
  • Understanding of different methods of service provider relationship management with the ability to identify and implement the most appropriate approach.
  • Strong interpersonal skills with advanced ability to negotiate with service providers.
  • Knowledge of process and continuous improvement.
  • Strong written communication skills with experience in developing, reviewing and presenting documentation for complex contracts, projects/programs and recommendation. 
  • Strong verbal communication skills. 
  • Strong political acumen skills with the ability to progress project or program activities.
  • Strong critical thinking and problem-solving skills with the ability to manage and resolve complex issues in a highly demanding and fast-paced work environment.

Desired:
  • Awareness of public procurement best practices, legislation, regulations and trade agreements.

Duties:
Reporting to the Director, Contracted Programs Management Office, the Contract Manager’s duties will include;

  • Implement modernization and transformation strategies within government programs.
  • Conduct performance evaluations and seek return information accordingly.
  • Independently manage consultations and negotiations with diverse stakeholders.
  • Make recommendations to management on strategies and plans as well procurement and contract issues.
