This competition may also be used to source candidates for financial positions at the Financial Officer 6 (FI6) classification. 

The Department of Education and Early Childhood Learning is seeking a knowledgeable and highly skilled leader to fill the position of Manager, Financial Analysis and Reporting, within the Education Funding Branch.

Qualifications:

Essential:

  • Completion of a professional accounting designation (such as CPA or legacy CA, CGA, CMA) with significant financial management experience. An equivalent combination of financial-related education, training and experience may be considered
  • Knowledge of accounting principles and budgeting and expenditure controls, including knowledge of generally accepted accounting principles and methodologies.
  • Experience developing and implementing financial management practices to assure the security and proper use of funds, through grant accountability, contract management, budgeting activity and comptrollership.
  • Experience working with financial statements and proven ability to interpret financial statements including balance sheets, income statements and the sources of fund statements.
  • Strong financial analysis and problem solving skills, with the ability to review complex financial information and develop various options and a recommendation for executive managers.
  • Excellent verbal communication skills including the ability to deliver and present financial information to both financial and non-financial audiences.
  • Strong written communication skills with the ability to effectively communicate financial and non financial information in writing to a variety of audiences
  • Supervisory experience including planning, organizing, directing and managing the performance of a variety of staff at various levels.
  • Strong interpersonal skills with proven ability to create and maintain effective working relationships with various groups within and outside of the organization, including school division secretary-treasurers and auditors.
  • Experience with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Access) as well as enterprise accounting software (SAP or equivalents) and budgeting software (PBFM or equivalents).

Desired:
  • Knowledge of Government of Manitoba financial procedures, policies, and guidelines (specifically the Financial Administration Act/Manual and the General Manual of Administration).  
  • Knowledge of impact of Other Reporting Entities on summary budgets.

Duties:
The Manager, Financial Analysis and Reporting (Manager) is accountable for a complex financial framework that includes an active comptrollership function by providing leadership, direction and fiscal accountability for provincial operating funds (over $1.5 billion) and capital funds (over $260 million) related to Kindergarten to Grade 12 education in Manitoba, both for school divisions and funded independent schools. The Manager is responsible for providing consolidated financial plans and reports, analysis, advice and recommendations on a vast array complex issues and opportunities that have government implications and promote value for money, financial sustainability, and innovation. The Manager provides key advice and analysis on financial impacts to overall government finances and summary budget to branch management, the Assistant Deputy Minister, the Executive Financial Officer and other senior officials in government. The Manager is responsible for leading the development, implementation and monitoring of accounting policies and standards and financial reporting requirements (including Financial Reporting and Accounting in Manitoba Education or FRAME) for Manitoba school divisions, in compliance with Public Sector Accounting Standards (PSAS) and provincial summary budgeting, as well as overseeing the branch’s operating budget of over $4.5 million and its comptrollership function.
