The Culture and Engagement Office works across the Community Service Delivery division to create a culture of engagement in which employees can continuously develop and thrive. The Culture and Engagement Office leads the development, implementation and continuous improvement of policies and programs to promote an engaged, high-performing and innovative workforce that is committed to providing the best possible outcomes for the individuals and families we serve.

The Community Service Delivery is responsible for policy and program oversight, financial administration and the delivery of most public-facing programs offered by the department of Families, including income supports and disability services for adults and children, coordination of child and family services, and the Manitoba Developmental Centre.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must provide satisfactory Criminal Record Check with Vulnerable Sector Search, Child Abuse Registry and Adult Abuse Registry Checks
  • Must possess and maintain a valid driver's license and have the ability to travel throughout the province on government business

Qualifications:
Essential:

  • Post-secondary education, preferably at the Master’s level, in social sciences, public administration, business, or a related discipline. Equivalent combination of education, training and experience may be considered
  • Experience using qualitative and qualitative research methods to develop, analyze and evaluate policy/program options (including experience analyzing data sets using Excel, SPSS, SAS or comparable software)
  • Experience leading and managing complex projects, including strong organizational and time management skills
  • Knowledge of change management principles and strategic planning processes to support the organization through change
  • Strong presentation and facilitation skills 
  • Excellent interpersonal skills with the ability to build and maintain positive working relationships with key stakeholders
  • Excellent written communication skills with ability to prepare analytical reports and authority-seeking documents for decision makers
  • Demonstrated political acumen, including experience providing advice to senior officials on complex topics and handling confidential or sensitive information

Desired:
  • Understanding of drivers and best practices related to employee engagement

Duties:
Reporting to the Executive Director, Culture and Engagement, the Senior Policy Analyst is responsible for leading strategic projects, researching best practices, analyzing data and recommending interventions to support an engaged, high-performing and innovative workforce.

The Senior Policy Analyst also leads strategic planning and performance management for the division and works collaboratively with senior leaders and other stakeholders on strategic initiatives.
