Qualifications:

Essential:
 

  • Bachelor’s degree in health, social sciences or public administration. An equivalent combination of education and experience may be considered. 
  • Experience leading the planning, development and implementation of policies and programs related to public health.
  • Experience leading and managing projects.
  • Experience building relationships and collaborating with diverse stakeholder groups.
  • Knowledge of the roles of Manitoba Health, regional health authorities, and the provincial government as part of the broader health system.
  • Strong verbal communication and facilitation skills to convey complex subject matter to a variety of audiences both formally and informally.
  • Excellent written communication skills to produce complex written material for a variety of audiences.
  • Strong political acumen to navigate sensitive subject matter among various stakeholders with differing positions and interests.
  • Strong analytical and problem solving skills to evaluate and interpret complex information, evidence and research to facilitate the planning, implementation and evaluation of policies and programs.
  • Strong interpersonal skills to work collaboratively as part of a high functioning team.
  • Effective time management skills to manage multiple complex projects with competing priorities.

Duties:
Reporting to the Director, Environmental Health and Public Health Emergency Preparedness, the Policy Analyst leads the planning, development, implementation, monitoring and evaluation of policy options, protocols and major program initiatives in the areas of food safety, water quality, indoor air quality, environmental impact assessments, and various environmental contaminants such as radon, lead and asbestos. This position undertakes research to inform proposed policies, initiatives, guidelines and interventions; develops project parameters, including policy considerations, program design, financial and human resource requirements, communication strategies, and evaluation methodology. The incumbent also consults extensively with external health professionals and other stakeholders to facilitate collaboration, partnership, commitment and capacity building in the development and various public health policies and programs.
