The Government of Manitoba is seeking a knowledgeable and highly skilled leader to fill the position of Secretary/Executive Director to support the Clean Environment Commission as part of the department of Environment, Climate and Parks. Qualifications:

Essential:

  • Experience providing support, advice and guidance on legislation, policy, and departmental procedures to leadership, executive and senior level staff.
  • Extensive experience conducting research, analysis, and providing recommendations on a variety of issues related to environmental matters. 
  • Experience coordinating, organizing and managing public meetings or hearings for large groups. 
  • Strong financial management skills, including experience developing a budget. 
  • Excellent written communication skills with experience producing written material for a variety of audiences. 
  • Strong verbal communication skills with the ability to present complex information to a wide variety of audiences. 
  • Strong interpersonal skills including the ability to build relationships and interact effectively with team members, internal and external organizations, Indigenous communities and the public. 
  • Acumen to deal with complex and sensitive issues within a political, advocacy and media environment.
  • Ability to quickly assimilate information, multi-task, and adapt to changing priorities to operate successfully within a fast paced, deadline-driven environment. 
  • Strong problem-solving and decision-making skills. 
  • Experience working with government administrative policies, processes and procedures including requirements for Treasury Board Submissions. 
  • Experience and/or training in Project Management. 
Desired:
  • Knowledge of the Freedom of Information and Protection of Privacy Act. 
  • Knowledge and/or experience with technologies to support public participation activities (e.g. remote transcription, webcasting, videoconferencing etc.)

Duties:
The Secretary to the Clean Environment Commission is accountable for the overall operation of the Clean Environment Commission. Provides support, advice and guidance regarding environmental matters, including legislation and policy, technical reviews and information, departmental procedures, and communication to the Chair and commissioners. Liaison with departmental executive and provide advice and guidance to departmental staff and the public on procedural and technical aspects of environmental hearings, investigations and reviews. Provides a point of contact for the public and the media.
