As a member of the Public Safety Division’s Operations Branch management team, the Chief Legislative Security Officer (CLSO) is responsible for leading and managing the Executive Security Unit and the Protective Services Unit, as well as providing advice and support to the Executive Director, Assistant Deputy Minister, Deputy Minister, and Minister of Justice. CLSO responsibilities include statutory duties under the Legislative Security Act, including the responsibility for designing security measures and leading security operations in the legislative precinct. The CLSO is also responsible for providing security services outside of the legislative precinct to members of the Legislative Assembly and government officials.

Qualifications:
Essential:

  • Post-secondary degree in criminal justice, public administration or a related discipline, complemented by police/military leadership experience. An equivalent combination of education and experience may also be considered
  • Knowledge of Manitoba’s criminal justice system and its delivery structure, including a thorough understanding of public safety 
  • Proven ability and experience as an operational police or military leader, preferably with training as one or more of: Accredited Team Commander, Critical Incident Commander, GSB Public Order Commander, Tactical Operations Commander or a combination of training and experience in tactical or major case investigations/operations
  • Knowledge and experience of applying law enforcement methods, tactics and procedures in police or military operational settings
  • Experience developing and implementing security strategies, policies and standards, including audit measures for system performance effectiveness
  • Excellent interpersonal skills with the ability to develop and maintain strong positive working relationships with officials and individuals at all levels of provincial, municipal and federal governments, outside policing and community agencies as well as the general public
  • Management experience with responsibility for human and financial resources
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
  • Strong financial acumen with experience in budgeting and financial management
  • Understanding of relationships with Indigenous people and responsibilities of implementing the principles of reconciliation

  • Ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change

Duties:
Reporting to the Executive Director of Operations, the Chief Legislative Security Officer is responsible for coordinating, aligning, and directing all security resources in the Executive Security Unit and the Protective Services Unit. This position functions with a high degree of independence to mobilize resources, review priorities, make decisions in the best interests of the department, develop security strategy, policies and standards to ensure the physical safety of all staff and visitors to the Manitoba Legislature and other government buildings, and the security of those properties and assets.
