The Department of Education and Early Childhood Learning is looking for highly motivated and skilled leaders to join our team as Executive Directors for the Governance and Policy Branch within the System Performance & Accountability Division and within the Program Operations Branch of the Early Learning and Child Care Division. Qualifications:

Essential:

  • Management experience with post-secondary degree in law, social sciences, developmental studies, public administration or related field, with knowledge of legislative, legal and/or governance systems in a public sector environment.
  • Experience providing leadership in the design, development and implementation of legislation, policies and programs.
  • Strong strategic leadership skills with experience in coaching, managing employee performance, and in fostering diversity, collaboration and engagement across cross-functional teams.
  • Effective research and analytical skills with experience providing strategic advice to senior officials on highly confidential, complex and sensitive issues.
  • Strong political acumen skills with the ability to utilize influence, networks, and complex information to anticipate impact of decisions, solve problems, and advance opportunities.
  • Effective verbal communication skills with an ability to clearly and concisely communicate complex information to all levels of the organization and to external stakeholders and the public.
  • Effective written communication skills, including the ability to write politically sensitive and confidential materials for senior leaders and public facing documents.
  • Ability to strategically manage and synthesize multi-dimensional issues, adapt to changing priorities, find creative solutions to issues and operate successfully in a deadline-driven environment.
  • Strong financial acumen, with experience in budgeting and financial management. 
  • Thorough knowledge of and/or experience in diversity and inclusive programming and related legislation.

Desired:
  • Knowledge of the kindergarten-to-grade 12 education system.
  • Knowledge of the early learning and child care system.

Duties:
The Executive Director of the Governance and Policy Branch leads the design and innovation of governance structures, policy and practices that align with the legislative, regulatory and policy framework for Manitoba's K-12 education system. The branch develops and ensures accountability for a wide range of administrative and workforce issues, develops and oversees the certification of teachers and educational staff in Manitoba, issues provincial statement of high school marks and is responsible for ensuring a safe and efficient student transportation system. The branch is also responsible for the department's policy on international education, as well as the policy and oversight to independent schools and for homeschooling in Manitoba.

The Executive Director of the Provincial Operations branch leads the oversight and support to Manitoba's early learning and child care system. The branch is responsible for licensing and compliance for the more than 1,000 facilities across the province, and leads the Diversity and Inclusion Support Program to assist providers in supporting children of all abilities to meaningfully participate in early learning programming. The Executive Director is a key member of the divisional leadership team and will lead the design and execution of major initiatives as part of the Canada-Manitoba Early Learning and Child Care agreements. The Executive Director has legislative authority under The Community Child Care Standards Act to ensure safe, high-quality learning environments for Manitoba children. 

In leading initiatives, both Executive Directors work collaboratively with colleagues within the department and across government, and builds and maintains relationships with stakeholders across the early learning and education system.
