Qualifications:
Essential Criteria:

  • Educational background includes a university degree in a field related to auditing (MPA, Finance, etc.) or a preffesional accounting designation (CPA, CA, CGA).
  • Experience and knowledge in performing investigations of public sector issues brought forth by whistleblowers and providing detailed recommendations on how to proceed
  • Extensive project management experience of the entire life cycle of numerous citizen concern/whistleblower investigations.
  • Experience applying and monitoring audit methodology and professional standards in a investigative audit team.
  • Strong leadership skills to coach and mentor staff
  • Superior analytical skills with the ability to identify and analyze problems and form logical conclusions
  • Strong written communication skills to effectively communicate audit findings to a variety of stakeholders
  • Strong verbal communication skills including the ability to actively listen and present messages concisely and succinctly 
  • Strong interpersonal skills to work well both within a team setting and with a diverse group of stakeholders

Desired Criteria:
  • Formal training in forensic and Investigative procedures

Duties:
Working closely with the Executive Director of Investigations the Principal will work cooperatively and collaboratively to ensure all aspects of the citizen concerns process are managed. This includes intake, maintaining a complete and accurate listing, meeting with whistleblowers, performing preliminary examination procedures, and conducting limited scope investigations and/or other investigations. The Principal must ensure investigation plans are sufficiently detailed to generate the evidence required to conclude on the objectives and lines of enquiry.
As the lead for the investigation team, the Principal is expected to manage work within the budget allocated and according to the agreed to timeframes. They are to exercise sound professional judgement and ensure they are current in their knowledge and application of the Office’s processes and investigation methodology as well as all applicable standards.
The Principal works closely with all members of the team. They oversee all aspects of the investigation and are responsible for ensuring the investigation follows Office methodology – including but not limited to sufficient and appropriate evidence, maintaining an investigatory mindset, documentation of findings, and ensuring all procedures are performed appropriately.
