Legal Services Branch (LSB) functions as the law firm to the Government of Manitoba.  It provides a full range of high quality legal services to all government departments and agencies, boards, commissions, committees and corporations which do not have their own legal counsel resulting in an interesting and varied work experience. Crown Counsel at LSB are members of the Manitoba Association of Crown Attorneys and compensation is commensurate with experience as set out in the collective agreement. LSB offers a positive work environment and supports work arrangements to help employees balance career and family. Continuous learning, development and training are supported and encouraged. 
 
We are currently seeking two experienced, highly skilled lawyers to join our team in the Constitutional Law Section of the branch. Candidates must provide a sample of their writing with their application and may be asked to complete a written exercise as well. WRITTEN COMMUNICATION may be assessed through your application and throughout the staffing process. Therefore, communication needs to be grammatically correct, with appropriate vocabulary and minimal errors in punctuation and spelling. As a result, please use complete sentences.

  • Membership in good standing, or be eligible for membership with the Law Society of Manitoba

  • A valid Class 5 Manitoba Driver's License

Qualifications:
Essential:

  • Bachelor of Laws (LL.B.) or Juris Doctor (J.D) degree with demonstrated experience and proficiency practising law (criminal or non-criminal) in a common law jurisdiction
  • Experience practicing constitutional law, including the ability to present cases in both trial and appellate courts
  • Ability to research and analyze complex issues of law and public policy
  • Excellent analytical skills with the ability to recognize and assess legal implications in proposed and existing programs and initiatives and to identify related business and policy ramifications
  • Ability to provide legal advice on complex, time-sensitive and high-profile issues
  • Experience interpreting, explaining and providing legal advice regarding legislation, regulations and policies
  • Experience in developing strategy
  • Superior written communication skills including reviewing and drafting legal opinions and briefs
  • Excellent interpersonal skills with the ability to develop and maintain strong positive working relationships, including with clients and co-workers
  • Excellent organizational and time management skills with ability to work in a high pressure and time sensitive environment to meet conflicting deadlines
  • Superior verbal communication skills with the ability to speak in a clear and concise manner, as well as deliver presentations
  • Ability to work independently as well as cooperatively and constructively in a team environment
  • Ability to work under pressure and to manage stress effectively while working in a high volume legal practice
  • Experience and proficiency with legal research software, such as Canlii, Westlaw and Quicklaw
  • Experience with Microsoft Office (including Word and Outlook) or equivalent applications

Desired:
  • Prosecutions or Criminal Law experience
  • Proficiency in French

Duties:

The Constitutional Law Section consists of a team of specialized counsel providing litigation and legal advisory services to the Government of Manitoba on behalf of the Attorney General in respect of constitutional issues. This includes matters arising under the Canadian Charter of Rights and Freedoms, Aboriginal and Treaty rights, division of powers under the Constitution Act, 1867, and other constitutional questions. Responsibilities will include providing expert advice on constitutional issues and conducting complex constitutional litigation in both civil and criminal cases before all levels of court and tribunals.
