As a member of the Corporate and Strategic Services senior management team, the Senior Financial Officer (SFO) is responsible for providing leadership and direction on departmental financial management and accountability, including the strategic financial planning, budgeting and analysis, accounting processes, financial control and fiscal reporting process.
As part of the senior management team, the SFO provides control and accountability of departmental resources through sound budgeting practices, expenditure monitoring, analysis and control and forecasting mechanisms. The SFO works closely with departmental financial and program managers and provides direction in the development of annual budgets and forecasts. The SFO operates as a diversified functional specialist in respect of financial management, administration and system integration while maintaining an objective, corporate perspective at all times. The SFO is directly involved in the assessment of program proposals and has an important role to play in strategic inter-relationships, fostering a corporate perspective across the department and ensuring that the department is adequately resourced to meet its objectives.
As the department's Senior Financial Officer, the incumbent participates in the development of government wide financial policy and procedures and follows through with implementation in the department of Justice.
The SFO needs to have a good understanding of all of the programs and operations in the department, which includes six Divisions, with several branches and programs areas in each.

The SFO is responsible for the departmental financial management and takes a lead role in the coordination of the department’s budget systems, quarterly and annual forecasts by evaluating, analyzing and compiling information for the presentation of annual expenditure and revenue estimates; multi-year forecast; quarterly/monthly forecasts; variance reports; and financial management reports and processes. The SFO must display leadership in these areas and provide an objective challenge, where appropriate, that is in keeping with the larger corporate perspective. The position provides advisory and consultative services to senior management and program management staff on program proposals, policies, procedures and information requirements of Treasury Board.
The SFO evaluates program and financial matters being proposed to ensure the financial information, analyses and recommendations provided are appropriate in form and content, and consistent with the Department’s stated goals, objectives and budget authority.
