The Government of Manitoba is seeking a qualified candidate to fill the position of Director, Financial Services within the Department of Environment, Climate and Parks, also serving the Department of Natural Resources and Northern Development in a shared service.   • Must be willing and able to travel to office locations in rural and northern Manitoba several times per year as required.

Qualifications:

Essential:
 

  • Completion of a professional accounting designation (such as CPA or legacy CA, CGA, CMA), or an equivalent combination of related education and experience.
  • Experience implementing and overseeing a comptrollership accountability framework or an equivalent framework that provides for internal control processes within an organization.
  • Extensive experience with estimates/budget processes and cash flow reporting/analysis.
  • Strong financial analysis and problem solving skills, with the ability to review complex reports or information and develop various options and a recommendation for executive management.
  • Experience with developing, interpreting, communicating, and implementing policies, procedures and directives for staff at all levels, in particular those of a financial nature.
  • Experience reviewing and preparing authority seeking submissions for executive approval, such as Treasury Board Submissions, Cabinet papers, and OICs.
  • Strong interpersonal and leadership skills with the ability to influence and motivate staff and create strong teams with high morale.
  • Supervisory experience including planning, organizing, directing and managing professional and administrative/clerical staff.
  • Superior organizational and time management skills, with the ability to prioritize competing demands and meet timelines and deadlines.
  • Excellent verbal communication skills including the ability to deliver technical financial information to non-financial individuals, and present complex financial recommendations to senior leaders in government.
  • Strong written communication skills with the ability to effectively communicate financial and non financial information in writing to a variety of audiences.

Desired:
 
  • Experience with and training in project management.
  • Knowledge and understanding of the Financial Administration Act and Manual, the General Manual of Administration, the Procurement Administration Manual, and other government reporting requirements.

 

Duties:

The Director of Financial Services is responsible for comptrollership, budgeting, cash flow and variance analysis, management of financial activities, financial management systems, complex financial analysis, and leadership of financial staff for both Environment, Climate and Parks (ECP) and Natural Resources and Northern Development (NRND), within the Finance and Shared Services Division, which serves both departments in a shared services model.  Reporting to the Assistant Deputy Minister/Executive Financial Officer, the director is responsible, and accountable for the overall leadership of the departmental/shared services system of financial administration and reporting.  The position provides counsel and financial advice to senior management, analyzes Treasury Board submissions, leads the development of quarterly and annual financial reporting, works with other senior leaders to create strategies on programming from a financial lens, and provides leadership to a large team of financial staff in accounting, budgeting, comptrollership, capital, and financial project management.  The director is responsible for the requirements to Treasury Board Secretariat and Office of the Provincial Comptroller for the core departments and Other Reporting Entities.  The director is a member of the divisional senior leadership team and contributes to the strategy and program management across the department from a financial perspective.
