Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be able to travel throughout Manitoba and internationally as required.
  • Must be able to provide and maintain satisfactory Criminal Record Check and Child Abuse Registry Check.
  • Must be able to wear all required personal protective equipment.    
  • Must be able to provide and maintain a satisfactory driver's abstract.
  • Must have a valid class 5 Manitoba driver's license or equivalent from another jurisdiction.
  • Must obtain and maintain certification as an “AI” or "IS" commissioned inspector by the National Board of Boiler Inspectors.
  • Must be physically capable of entering confined spaces, operating at heights and within a variance of ambient temperatures.

Qualifications:
Essential:

  • Degree in Mechanical Engineering and current registration with Engineers Geoscientists Manitoba or an equivalent body from a reciprocating jurisdiction, or a Mechanical Engineer-in-Training (EIT), or Certification as a Mechanical Engineering Technologist (CET) or 1st class Power Engineer in the Province of Manitoba. An equivalent combination of relevant education, training and experience may be considered.
  • Certification as an "AI" or "IS" commissioned inspector by the National Board of Boiler and Pressure Vessel Inspectors.
  • Experience with the installation, operation, maintenance, testing, repair or inspection of boilers, pressure vessel and pressure piping equipment.
  • Experience directly supervising individuals or teams including hiring, coaching/mentoring, coordination and oversight of the work of staff, and performance management.
  • Knowledge and the ability to interpret and apply Acts, regulations, codes and standards governing the safe installation and operation of boilers and pressure vessels in Manitoba and Canada.
  • Strong interpersonal skills with the ability to foster effective working relationships with internal and external stakeholders.
  • Strong verbal communication to clearly explain technical information.
  • Effective written communication skills to write clear, concise formal correspondence, reports, policies and procedures as well as briefing notes.
  • Effective decision-making skills including the ability to exercise judgment and identify solutions to politically sensitive and complex issues.
  • Strong organizational and time management skills to manage multiple tasks and priorities with tight deadlines.
  • Proficiency with Microsoft Office applications (Excel, Word and Outlook) or equivalent software programs.

Desired:
  • Certificate in Public Sector Management.

Duties:
Reporting to the Director of Inspection and Technical Services, the Program Manager is responsible for the management of the branch’s boiler and pressure vessel inspection programs, including the analysis, planning, research, implementation and evaluation of the program areas on behalf of the branch.

The Program Manager is a senior resource for the assigned inspection units, and assists them in meeting their objectives within the context of the Branch’s vision, mission and goals by providing research and policy support, coordination, and analysis.
