The Department of Mental Health, Wellness and Community Wellness is seeking to fill the position of Manager, Community and Specialized Services.

Qualifications:
Essential:
 

  • Post-secondary degree in public administration, health or social sciences.  An equivalent combination of education, training and experience may be considered.
  • Experience leading, directing and engaging teams in the planning, design, development and implementation of policies and programs.
  • Experience supervising staff including training, mentoring and managing performance
  • Experience coordinating multiple projects, including developing strategies and making recommendations.
  • Excellent political acumen to identify potential operational impacts and influence decisions.
  • Excellent verbal communication skills to communicate effectively with all levels of the organization.
  • Strong written communication skills to prepare various documents for executive decision-makers and stakeholders.
  • Strong interpersonal skills to build and maintain positive and collaborative working relationships with various stakeholders.
  • Experience developing and implementing strategic plans, and leading organizational change. 
  • Strong analytical and decision-making skills.

Desired:
 
  • Masters degree in Public Health, Social Sciences, Public Administration or a related field.
  • Experience in applying accountability mechanisms, monitoring and reporting of outcomes for policy and program initiatives. 
  • Experience working with Indigenous communities and/or a strong understanding of Indigenous history and culture as it relates to mental health and addictions.
  • Understanding of the organization and administration of the Manitoba health care system.

Duties:
Reporting to the Director of Mental Health and Recovery, the Manager leads and directs a team responsible for the development, implementation, evaluation and monitoring of provincial policy, programs and initiatives that support strategic priorities of the department, and provides advice and recommendations on high priority policy, program and strategic issues. This includes:

  • coordinating and monitoring of complex assignments
  • liaising, consulting, partnering and collaborating with external organizations and agencies
  • managing the development and/or review of advisory notes, issue sheets, correspondence letters and other branch/department reports
  • supervising, providing direction, supporting and training of branch staff
