An eligibility list may be established from this competition to fill  term and regular positions within various areas of the province  (such as The Pas, Gimli, Thompson, Brandon, Neepawa, Lac du Bonnet and Winnipeg). The eligibility list will remain in effect for 12 months.

The Lands and Planning Branch is responsible for land tenure and allocation management, planning, program delivery, and policy on lands administered under the Crown Lands Act. The Crown Land Management Section provides Crown land tenure and allocation expertise and services to clients while working with other governments, Indigenous communities, agencies, industry, and community stakeholders.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be willing and able to travel to rural, northern, remote and/or Indigenous communities throughout the province, by various forms of transportation, with occasional overnight stays
  • Must possess and maintain a valid full stage Manitoba Class 5 Drivers Licence
  • Must be physically capable of performing duties and functions of the position including walking over rough terrain, lifting up to 30 lbs., and occasionally working in inclement weather conditions
  • Must be willing to work overtime as required

Qualifications:
Essential:

  • Degree in sciences, land management, natural resources, or planning. An equivalent combination of education, training and experience may be considered.
  • Experience relating to land management, planning, administration, and enforcement processes.
  • Experience researching, analyzing and interpreting legislation, regulations and other information to formulate management recommendations and facilitate policy development.
  • Strong problem solving skills with the ability to integrate scientific, technical, stakeholder, and Indigenous knowledge in land use, management and allocation decisions.
  • Strong interpersonal skills with the ability to collaborate and maintain effective working relationships with various stakeholders such as government, non-government, industry, and Indigenous communities, resources users and the public.
  • Excellent verbal communication skills with the ability to communicate information in a clear and concise manner.
  • Strong written communication skills with the ability to write various documents and detailed analytical reports for decision makers and stakeholders.
  • Experience applying project management principles and applications (charters, budgets, schedules, etc.) to develop project plans, lead complex projects, and coordinate programs.
  • Excellent organizational and time management skills with the ability to meet tight deadlines while managing multiple priorities and competing timeframes.
  • Experience with Geographic Information System (GIS) and related applications including ArcGIS Online (AGOL), and data management based software.
  • Experience with Microsoft Office (Outlook, Word, Excel, PowerPoint).

Desired:
  • Experience interpreting and applying legislation that affects Crown Lands such as the Crown Lands Act, Municipal Act, Planning Act, Municipal Assessment Act, and Real Property Act.

Duties:
The Crown Land Management Specialist is a primary contact for client inquires relating to the use and occupancy of lands administered under the Crown Lands Act and is responsible to develop and implement operational policies and deliver programs and initiatives related to branch and department priorities. The position responsibilities are complex, requiring a high degree of critical thinking, analytical and emotional intelligence skills to collaborate, foster relations and make sound management recommendations.
