This position is Designated Bilingual.  The successful candidate must be able to communicate verbally and in writing in both official languages (English and French).  Applicants must clearly state in their resume and/or cover letter whether they meet the conditions of employment.

The Agency Accountability and Support Unit (AASU) plays a lead role in the Department of Families in financial comptrollership and contract management by developing and maintaining an agency accountability framework.  This includes developing risk assessment tools for agencies, building capacity within the Department and in agencies to strengthen contractual compliance, board governance, improve financial reporting, and, implements regular financial reviews and audits.  The purpose of a department-wide agency accountability framework is to ensure a consistent, reliable and transparent approach to the fiscal, operational and program monitoring of external service providers that deliver programs and services on behalf of the Department of Families.

Qualifications:
Essential:

  • A professional accounting designation (CPA CGA, CPA CMA, CPA CA).  Other combinations of education, training and experience may be considered
  • Experience in financial management activities, including planning, budgeting and/or expenditure control, cash flow and financial reporting
  • Knowledge of generally accepted accounting principles (GAAP) and accounting standards, including applying the CICA Handbook and internal control concepts
  • Experience analyzing financial statements, providing feedback and forecasting on an organization’s financial and contractual performance
  • Knowledge of complex financial and business management concepts and practices used to evaluate and analyze financial and operational performance
  • Proficiency using Microsoft Office (Excel, Word, Outlook, Access) or equivalent software
  • Ability to work with a high degree of independence and responsibility among multiple competing pressures and deadlines in a fast-paced team environment
  • Ability to work effectively in a team and able to develop strong relationships with both internal and external stakeholders
  • Effective verbal and written communication skills in both English and French

Desired:
  • Experience using government databases such as SAP,  Public Budget Formulation (PBF) and the Management Information System (MIS)

 

Duties:
The Bilingual Senior Financial Analyst is responsible for ensuring that Financial Reporting Requirements (FRR) are current and operational, and that external service providers have processes in place to meet their financial reporting and accountability responsibilities.  This position assists in the development, implementation and maintenance of sound financial monitoring policies and procedures, analyzes financial reports and participates in financial reviews and audits of external service providers to ensure the appropriate use of public funds.  This position monitors financial reporting as stipulated in agency Service Purchase Agreements (SPA); reviews and analyzes financial reports and other documents to ensure financial accountability and the appropriate use of public funds; participates in regularly scheduled audits/reviews; and, works with divisional staff to enhance the current monitoring practices of SPAs.  This position works with the operating divisions and other AASU staff to support and develop positive working relationships with external and internal stakeholders, enhances and implements sound financial accounting practices as well as effective auditing and comptrollership functions.
